The Department of Economic Security, Division of Business Services (DBS), Office of Professional Development (OPD), in support of the Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Training Supervisor. DDD empowers individuals with developmental disabilities to lead self-directed, healthy and meaningful lives. This position focuses on supporting individuals with developmental disabilities to lead healthy, self-determined, and meaningful lives integrated within their communities by leading a team of instructional designers who plan, design, develop, and maintain training courses in a variety of media formats for all DDD employees. Under general direction, the Training Supervisor is responsible for the design and direction of a comprehensive employee development program and for the design and direction of the training program for DDD employees; and performs related work as required. This position manages all aspects of developing division training and other employee development activities including supervising unit employees, developing and managing training projects, coordinating with business partners and customers, both internal and external, to meet organizational training needs, while implementing instructional design and delivery. The successful candidate will also be responsible for auditing and evaluating training to ensure standards are adhered to and outcomes are achieved, coaching other training staff as well as program management staff on training design and delivery, producing reports including training compliance reports, managing training-related technology such as computer-based training (CBTs) tools, while serving on or leading committees and teams with impact to all parts of the division and the department. This position will work in a hybrid arrangement with between one and three days of in-office attendance required at the address listed above, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, must be performed within the State of Arizona unless an exception is properly authorized in advance. Job Duties: Essential Duties and Responsibilities include but are not limited to: Leads a team of instructional designers who plan, design, develop, and maintain training courses in a variety of media formats for all DDD employees. Coaches/mentors staff to develop approved instructional-system design models to ensure effective training and uses training technology to develop and deliver learning products. Conduct Performance evaluations and provide ongoing feedback. Establish team priorities, workloads, and project assignments. (50%) Collaborate with training design and delivery teams, as well as subject matter experts and training sponsors to ensure the development and delivery of quality training at the right place at the right time. (20%) Ensure course materials are complete for launch, meet OPD quality & standards, stated agency objectives, communicate with stakeholders to implement and maintain the training. (10%) Ensure adoption of agency initiatives that impact employee management, including the AZ360 System, OPD training design procedures and practices, and the strategic vision and plans. At the request of OPD Leadership, provide input to OPD standard work, procedures, practices, and strategic vision and plans. (5%) Perform routine administrative tasks on behalf of the department, including, monthly reports, project plans, memos/letters, and supervisory documents to internal and customers at all levels. Lead meetings, committees, and teams; serve on agency committees and teams. (10%) Other duties as assigned. (5%) Knowledge, Skills & Abilities (KSAs): Knowledge of: Adult learning theory and instructional design methodologies Curriculum development and evaluation techniques Learning needs assessment and performance consulting Leadership and employee development practices Learning management systems (LMS) and learning technologies; eLearning authoring tools and multimedia development Assessment development and evaluation methodologies Change management principles State policies, procedures, and compliance requirements Continuous improvement and quality assurance practices Skilled in: Supervising, coaching, mentoring, and developing employees Strategic planning and prioritization Managing multiple projects with competing deadlines Building collaborative relationships Conducting needs assessments and translating business needs into learning solutions Instructional writing and curriculum design Facilitating meetings and presentations Analyzing data and reporting learning outcomes Problem-solving and critical thinking Communicating effectively both verbally and in writing Negotiating priorities and resolving conflicts Using instructional technologies, LMS platforms, and project management software Leading organizational change and innovation Ability to: Lead and inspire a high-performing instructional design team Manage complex training initiatives from concept through implementation Make sound decisions using data and organizational priorities Establish and monitor project timelines and deliverables Evaluate training effectiveness and implement continuous improvements Build partnerships with executive leadership, subject matter experts, and cross-functional teams Adapt to changing priorities and organizational needs Ensure instructional materials meet accessibility and compliance requirements Develop strategic learning plans aligned with agency goals Foster a culture of collaboration, innovation, accountability, and continuous learning Balance operational demands while maintaining a focus on long-term organizational development Communicate complex information clearly to diverse audiences Selective Preference(s): The ideal candidate for this position will have: Bachelor's degree or higher in an applicable subject area such as Instructional Design, eLearning, Human Resources Development, Adult Education, Psychology, English or similar field Three years’ experience as an instructional designer Pre-Employment Requirements: If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements will apply: Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11). Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
