SENIOR PAYROLL SPECIALIST

Position Overview Work Location: Sacramento County Position Title: Senior Payroll Specialist Classification: Senior Payroll Specialist Salary: $5,663.00 - $7,097.00 Number of Positions: 1 Telework: Hybrid Job Type: Permanent, Full Time Facility: Personnel/Payroll Services Division Duties Research and resolve complex, sensitive, and critical issues associated with Non-USPS transactions and miscellaneous or voluntary deduction changes, ensuring accuracy of the deduction payroll master file and resolving payroll errors affecting the deduction file. Develop and evaluate alternative solutions and provide recommendations for Non-USPS and miscellaneous deduction processing, evaluating manual and automated processes, and creating action plans to improve efficiency. Interpret and ensure compliance of voluntary deductions with federal and state laws, rules, policies, procedures, and collective bargaining contracts. Assign, coordinate, and control workload assignments to staff to meet established goals, identify training needs, evaluate performance, and provide recommendations to the supervisor. Perform activities for special projects or high‑volume, time‑critical workloads related to miscellaneous deductions and W‑2 reporting, including system test data documentation and recommending automation solutions. Develop and maintain comprehensive training modules and review materials, provide training to new and less experienced staff, and maintain the unit operations desk manual. Prepare management reports on workloads and project status, developing weekly goals aligned with management expectations. Review and comment on revisions to the Payroll Procedures Manual and related letters prior to statewide distribution. Review legislation, control agency memoranda, and other documents that may alter procedures for W‑2/Non‑USPS issues and miscellaneous deductions, providing recommendations to management and ensuring proper documentation instructions before statewide distribution. Qualifications Relies on completion of the Senior Personnel Specialist Examination.
