Job Summary: The Quality Assurance Specialist III performs highly complex consultative services and advanced quality assurance work, planning, developing, and implementing major agency programs, and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. The role may train, lead, and prioritize the workload of others and works under limited supervision with moderate latitude for initiative and independent judgment. Responsibilities • Participate in the development of quality assurance monitoring tools and standards and evaluate quality assurance monitoring visits with regional/unit staff. • Oversee quality assurance monitoring standard updates, amendments, and changes. • Analyze and monitor the implementation of regional/unit quality assurance plans and review program compliance to ensure state and federal guidelines are followed. • Conduct quality assurance monitoring visits, including ward visits, compliance activities, online desk reviews, complaint investigations, and annual unit reviews with Guardianship staff. • Prepare written Plan of Correction for Guardianship Services units following annual monitoring visits. • Coordinate and conduct field and desk reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures. • Identify gaps in resources and recommend & implement improvements to resolve technical problems. • Perform policy and research activities, including developing program policies, procedures, and manuals, evaluating research findings, and coordinating program planning and analysis. • Provide training and guidance to staff, develop action plans for new or revised programs, and support program budget requests. Essential Job Functions 30% Quality Assurance : Review and document guardianship information, develop quality assurance plans, provide training to Guardianship staff, evaluate standards, and implement policies. 30% Monitoring : Perform annual monitoring visits, prepare Plan of Correction, conduct field & desk reviews, evaluate service delivery methods, and implement improvements. 10% Complaints and Investigations : Conduct investigations of Guardianship Services staff and prepare reports. 10% Policy and Research : Perform technical, training, research, and policy activities; oversee performance reports and recommend changes. 10% Stakeholder & Program Development Activities : Conduct training, develop action plans, evaluate budget requests, and manage staff workloads. 10% Special Projects & Initiatives : Lead special projects, analyze legislation, develop recommendations, and prepare program information and reports. Registrations, Licensure, and Certifications The successful candidate must be or become a Texas Certified Guardian within 12 months of employment and maintain certification every two years. Certification requires passing an exam administered by the Judicial Branch Certification Commission, an FBI fingerprint‑based criminal history check at time of certification and every two years, and a State of Texas criminal history check each year. Knowledge, Skills, and Abilities Knowledge and/or experience in guardianship, public administration, training, organizational development, management, or policy development. Knowledge of local, state, and federal laws and practices related to the program area. Knowledge of management techniques, statistical analysis processes, budget processes, research techniques, training, and program management processes. Knowledge of contracting regulations, monitoring standards, and policies. Ability to evaluate quality assurance plans, interpret policies and regulations, and evaluate standards according to HHSC Guardianship Services program requirements. Skill in communicating effectively verbally and in writing with all levels of staff internally and externally. Ability to gather, assemble, correlate, and analyze facts; devise solutions; market programs; prepare reports; develop, evaluate, and interpret policies and procedures; train, lead, and prioritize staff workloads. Proficiency in working with computerized databases and standard office applications. Initial Screening Criteria Experience in a human service field or related field. Experience interpreting policies, rules, standards, or regulations. Experience developing, overseeing, evaluating, or monitoring quality assurance plans. Experience providing detailed written information to program staff. Experience providing training and technical assistance to individuals. Graduation from an accredited four‑year college or university with major coursework in social services, psychology, human resources, business management, or related field. Year‑for‑year education and experience may be substituted.
