Project Manager I

Airswift is looking for a Project Manager I to support one of our major O&G clients in Sweeny, TX.

Position Overview
This opportunity is suited to a technical Project Manager with strong experience delivering capital projects in refining, petrochemical, oil, and gas environments. The role offers the chance to lead complex projects across the full lifecycle, from early planning through execution, commissioning, startup, and closeout. This position will suit a Project Manager I who can drive project outcomes against technical, safety, quality, schedule, and budget objectives while working closely with cross-functional stakeholders. A successful Project Manager I will bring a strong engineering and project delivery background together with confident leadership in site-based industrial settings.



Role Context
This role sits within capital project delivery in refining, petrochemical, oil, and gas environments. The working environment involves on-site collaboration with Operations, Maintenance, Engineering, Procurement, contractors, and senior leadership, with responsibility for managing projects through the full project lifecycle in an operational industrial setting.



Key Responsibilities

• Lead capital projects through planning, design, execution, commissioning, startup, and closeout.
• Maintain accountability for project performance against technical specifications, safety requirements, quality standards, schedules, and budget objectives.
• Develop and manage Front-End Loading activities, stage-gate reviews, and Project Execution Plans.
• Coordinate cross-functional input from Operations, Maintenance, Engineering, Procurement, contractors, and leadership to support effective project delivery.
• Manage contracting strategy, bid reviews, contract awards, contract administration, and change management.
• Oversee cost estimating, forecasting, cash flow planning, schedule development, and performance monitoring.
• Support risk management, mitigation planning, and claims avoidance across the project lifecycle.
• Lead engineering and construction contractors, vendor relationships, and specialty contractor activities.
• Implement quality assurance and quality control processes to support safe and efficient project execution.
• Establish project performance measures and track KPIs to maintain delivery focus.

Qualifications & Experience

• Bachelor's Degree in Engineering.
• More than 10 years of Project Management experience in refining, petrochemical, oil, and gas industries.
• More than 5 years of experience as a Project Manager with accountability for project delivery.
• Strong experience in FEL development, gate reviews, and management approval processes.
• Proven background in Project Execution Plans, capital project delivery, commissioning, and project closeout.
• Experience in cost estimating, budget management, forecasting, cash flow analysis, and schedule performance management.
• Knowledge of contracting strategy, contractor selection, bid evaluation, contract administration, and vendor management.
• Experience in risk management, quality assurance, quality control, stakeholder engagement, and safety-led project execution.
• Strong communication, presentation, negotiation, leadership, analytical, and problem-solving skills.
