Management and Program Analyst

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Provides assessments of impact from delays or slippage in program execution. Analyzes data to identify trends, changes, and potential problems. Provides decision makers/senior leadership with qualitative and quantitative analysis of the health of the installation customer programs, quality, and logistics in support of production capabilities. Identifies trends that could impact production operations (i.e. capacity, production thru-put, material delays/issues, hours executed vs hours planned). Evaluates existing manual processes for reporting and uses system of record data tables to help create new system generated reports. Works with divisions and directorates in obtaining, evaluating, and establishing data required to meet these requirements. Serves as technical adviser on system of record data extract and production data elements necessary for analysis activities. Responsible for the development of standard reporting techniques for providing information to various levels of management and Command, reflecting effectiveness of all components of our command schedule; projects, timeliness, etc. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is defined as: (1)Analyzing data to identify trends, changes, and potential problems (2)Providing impact assessments regarding delays or slippage in program execution (3)Providing independent evaluation of program performance(4) Analyzing operational data to recommend workflow improvements. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, or Operations Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
