Duties

Help

If selected, you will serve as an Auditor for the United States Attorney's Office - Eastern District of Michigan. The work involves providing expert auditing and accounting services in complex civil fraud investigations involving highly multifaceted transactions across a wide variety of government programs.

Duties may include, but are not limited to, the following:

• Analyzing and auditing a large variety of records and accounting systems;
• Reconstructing partial or inadequate records of financial institutions, government contractors, and healthcare providers;
• Conducting audit and financial investigations typically involving one or more violators;
• Conducting conferences and interviews with members, officers, directors, and representatives of financial institutions, law enforcement agents of the state and city governments, and other branches of the Federal government;
• Developing, coordinating, and issuing technical audit guidelines and instructions for the inspection of operational and support programs.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

To be considered for this position, you must meet ONE of the basic requirements described below in A AND the minimum qualifications described in B.

A. Basic Qualification Requirements:

1. A bachelor's degree or higher in accounting or auditing; OR
2. A bachelor's degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR
3. A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
   • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
   • A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
   • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. B. Minimum Qualifications :

GS-13: To be eligible at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service as defined below.

Specialized Experience : One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as a professional knowledge of the theory, concepts, and practices of accounting and auditing and the skill and ability to apply this knowledge to auditing assignments in support of fraud investigations. Examples of specialized experience include performing the following types of duties: providing direct audit support of fraud investigations and resultant litigation; resolving audit and accounting problems affecting compliance with laws or regulations to Federal, state or local contracts, grants or receipt of Federal, state, or local monies; developing work plans that support fraud investigations; participating in briefings before and after audit with management; or gathering and analyzing data, summarizing audit and forensic review results, and preparing audit reports that support fraud investigations, fraud referrals and resulting litigation.
