Change Control ManagerThe Change Control Manager for Data Center Operations is responsible for overseeing and governing all changes to data center facilities, critical infrastructure, mechanical and electrical systems, security systems, and operational processes. This role ensures that changes are evaluated, documented, approved, and implemented in a controlled manner that minimizes risk, prevents service disruptions, and maintains continuous uptime of mission-critical data center environments. The Change Control Manager serves as the central authority for change management governance, coordinating across facilities teams, vendors, clients, and operational stakeholders to balance necessary upgrades and maintenance with the paramount need for reliability and availability.Key ResponsibilitiesChange Management GovernanceOversee the end-to-end change management process for all data center operations, ensuring changes follow established procedures and industry standards. Maintain and continuously improve the change management framework, policies, and procedures aligned with data center best practices and standards such as Uptime Institute methodology, BICSI, and ASHRAE guidelines. Enforce compliance with change management policies across facilities teams, maintenance contractors, vendors, and operations staff. Define and track key performance indicators (KPIs) for change management effectiveness, including change success rates, unplanned downtime incidents, emergency change frequency, and schedule adherence. Develop and maintain change management documentation standards, including templates for change requests, Methods of Procedure (MOPs), Standard Operating Procedures (SOPs), Emergency Operating Procedures (EOPs), Permit to Work (PTW) processes, and rollback plans for critical infrastructure modifications.Change Request Evaluation and ApprovalReview all incoming change requests for data center infrastructure, mechanical systems (HVAC, chillers, cooling towers, pumps), electrical systems (UPS, generators, PDUs, switchgear, batteries), fire suppression systems, security systems, building management systems (BMS), monitoring systems, and physical layout modifications. Assess the potential impact, risk level, and business justification for proposed changes, with special emphasis on single points of failure, redundancy impacts, and client SLA implications. Verify that appropriate documentation exists, including detailed MOPs, safety procedures, lock-out/tag-out (LOTO) requirements, pre-change testing plans, rollback procedures, and emergency response protocols. Coordinate technical impact assessments with facilities engineers, electrical engineers, mechanical engineers, safety officers, and operations managers. Evaluate vendor-proposed changes for equipment upgrades, preventive maintenance activities, and system modifications. Determine change categorization (standard, normal, major, emergency) based on criticality, complexity, and potential service impact, routing requests through appropriate approval workflows. Approve or reject changes based on established criteria, risk tolerance, uptime requirements, and operational priorities.Procedural Documentation Development and ManagementCreate, maintain, and continuously improve Methods of Procedure (MOPs) for all routine and complex change activities, ensuring step-by-step instructions are clear, accurate, and include safety considerations, prerequisites, execution steps, verification checkpoints, and rollback procedures. Develop and maintain comprehensive Standard Operating Procedures (SOPs) for routine data center operations including equipment startup and shutdown sequences, daily operational checks, shift handover protocols, incident escalation procedures, preventive maintenance activities, monitoring and alarm response, visitor escort procedures, and routine system operations. Create and maintain Emergency Operating Procedures (EOPs) for critical incident response including power failures, cooling system failures, fire suppression activation, water intrusion events, security breaches, natural disasters, equipment failures affecting redundancy, and emergency equipment transfers or failovers. Work closely with facilities engineers, operations staff, and subject matter experts to ensure all procedural documentation reflects current equipment configurations, system interdependencies, and operational best practices. Establish version control and document management processes to ensure all procedures are current, properly reviewed, approved by appropriate stakeholders, and accessible to operations teams. Conduct regular reviews and updates of MOPs, SOPs, and EOPs based on equipment changes, lessons learned from incidents, process improvements, and feedback from operations personnel. Ensure all procedural documentation complies with safety regulations, manufacturer recommendations, industry standards, and client requirements.Change Advisory Board (CAB) ManagementSchedule, prepare agendas for, and facilitate regular CAB meetings with stakeholders from facilities operations, engineering, safety, security, account management, client services, and vendor representatives. Present change requests with comprehensive risk assessments, redundancy analysis, load impact studies, and recommendations to the CAB for review and approval. Document CAB decisions, conditional approvals, mitigation requirements, action items, and meeting minutes. Ensure appropriate representation and participation from all relevant stakeholders, including critical facilities managers, electrical and mechanical engineers, safety personnel, and operations leadership. Manage escalations for contentious or high-risk changes requiring executive decision-making or client notification.Scheduling and CoordinationDevelop and maintain the master change calendar for all data center maintenance and modification activities, coordinating implementation windows across multiple systems, zones, and client spaces. Identify and resolve scheduling conflicts to prevent simultaneous changes that could compromise redundancy or compound risk to critical operations. Coordinate with facilities managers, maintenance teams, vendors, contractors, and client account managers to align change implementations with client requirements and minimize service impact. Establish and enforce change freeze periods during peak demand periods, extreme weather events, utility maintenance windows, or critical client operations. Manage the sequencing of interdependent changes, ensuring proper order of operations for complex multi-system modifications. Communicate approved change schedules to all stakeholders, including operations teams, security personnel, on-site technicians, remote monitoring centers, and affected clients.Risk Management and ComplianceConduct or facilitate comprehensive risk assessments for proposed changes, identifying potential impacts to power redundancy (N, N+1, 2N configurations), cooling capacity, fire suppression systems, physical security, environmental conditions, and client operations. Ensure changes comply with regulatory requirements (OSHA, NEC, NFPA, local building codes), safety policies, client SLA commitments, audit standards, and insurance requirements. Verify that adequate redundancy is maintained throughout change implementation, with no single point of failure introduced during maintenance or modification activities. Maintain detailed change logs and audit trails for compliance reporting, client audits, regulatory inspections, and insurance documentation. Work with safety officers and compliance teams to ensure changes do not introduce safety hazards, environmental violations, or operational vulnerabilities. Track post-implementation reviews to verify system performance, identify lessons learned, and drive process improvements.Emergency Change ManagementEstablish and maintain expedited procedures for emergency changes required to address equipment failures, safety hazards, environmental excursions, security breaches, or imminent service disruptions. Evaluate emergency change requests rapidly while maintaining appropriate oversight, safety protocols, and documentation standards. Coordinate emergency CAB (ECAB) meetings when required for high-risk emergency changes affecting critical infrastructure or multiple client environments. Ensure retroactive documentation and post-implementation review for all emergency changes, including root cause analysis and corrective actions. Balance urgency with appropriate risk management controls, safety requirements, and client communication obligations. Maintain 24/7 availability or on-call support for emergency change approval and coordination during off-hours.Stakeholder Communication and CollaborationServe as the primary point of contact for change management questions, guidance, and escalations across facilities operations. Communicate change schedules, expected impacts, contingency plans, and outcomes to facilities teams, operations staff, clients, vendors, and leadership. Coordinate with incident management teams to understand the relationship between changes and operational issues, equipment failures, or service disruptions. Partner with facilities engineering, preventive maintenance teams, and vendor account managers to integrate change management into planned maintenance programs and capital projects. Provide timely client notifications for changes affecting their environments, including pre-change communications, progress updates, and completion confirmations. Provide regular reporting on change management metrics, trends, near-miss incidents, and recommendations to operations leadership and client-facing teams.Process Improvement and TrainingIdentify opportunities to streamline and improve the change management process based on feedback, performance metrics, incident trends, and industry developments. Develop and deliver training on change management procedures, MOP development, SOP adherence, EOP execution, safety protocols, and best practices for facilities technicians, engineers, contractors, and operations staff. Mentor facilities teams on creating effective MOPs, conducting pre-change risk assessments, and developing comprehensive rollback procedures. Train operations personnel on proper use of SOPs and EOPs, ensuring competency in executing procedures under both routine and emergency conditions. Conduct tabletop exercises and drills to validate EOPs and ensure operations teams are prepared for emergency scenarios. Evaluate and implement change management tools and systems to improve efficiency, visibility, and documentation quality. Conduct post-implementation reviews and retrospectives to capture lessons learned, identify process gaps, and drive continuous improvement. Maintain awareness of data center industry standards, emerging technologies, and evolving best practices to enhance change management maturity.Safety and Permit to Work IntegrationIntegrate change management with Permit to Work (PTW) and Lock-Out/Tag-Out (LOTO) programs to ensure all changes involving energized equipment, confined spaces, hot work, or elevated work comply with safety requirements. Verify that appropriate safety assessments, permits, and approvals are obtained before change implementation begins. Ensure changes involving contractors or vendors include proper safety orientations, credentials verification, and supervision requirements. Coordinate with safety officers to conduct safety briefings for high-risk changes and verify emergency response readiness.Documentation and ReportingMaintain comprehensive records of all changes, including requests, approvals, implementations, deviations, and outcomes
