DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life.**Description of Work**This position is in the Technical Services Section of the Division of Air Quality. The purpose of this position is to serve as a lead technical subject matter expert contact between the Stationary Source Compliance Branch (SSCB), other Sections and regional offices within the Division of Air Quality. This position serves as a project coordinator/project manager for major projects within the SSCB. The position also serves as a technical resource for presenting technical and regulatory information (e.g., seminars, presentations at technical and regulatory workshops, etc.). Key Responsibilities: Evaluates the pre-test protocols for use in a pending air emissions testing program and reviews the results of air emissions testing performed pursuant to permit requirements as well as other routine emissions testing per federal and state regulations. Reviews the enforcement reports (fast track and normal track), which are submitted by regional office staff for the purpose of initiating civil penalty actions against violators of various federal and state regulations and evaluates to determine if all violation(s) have been appropriately addressed. Evaluates requests for remission of civil penalty assessments and re-review the case file considering all assessment factors and legal requirements. Prepares compliance and enforcement statistics periodically throughout the year as needed. Evaluates various continuous monitoring systems (CMS), such as continuous emissions monitoring system (CEMS), continuous opacity monitoring systems (COMS), and continuous parametric monitoring systems (CPMS) and reviews periodic emissions data reports. Leads the Compliance Workgroup and coordinate with the regional offices, central office staff and other workgroups in accordance with the Compliance Workgroup Charter. This may require travel to our regional offices. Writes technical reports, general correspondence, support letters, and other technical documents, and serves as a technical resource to air quality staff, industry representatives, state and federal agencies, and the general public on issues related to air quality and stationary source compliance. Maintains the Air Quality GIS/Facility Mapping tool on the DAQ webpage. Requires strong computer skills, effective communication, both verbally and in written form, of technical information.
