HSE Manager
VoltaGrid
Position Summary: The HSE Manager is responsible for providing onsite health, safety, and environmental support during both the construction and operational phases of VoltaGrid’s large microgrid project in Abilene, Texas. This role will be established during the construction phase and will remain during operations as the site safety role. This unique, dual-phase role requires expertise in both OSHA 29 CFR 1926 (Construction) and OSHA 29 CFR 1910 (General Industry) standards to ensure a seamless transition from construction through commissioning and into long‑term operations. The specialist will lead safety initiatives, support root‑cause investigations, ensure regulatory compliance, and drive a proactive safety culture across all site activities. Essential Duties and Responsibilities Establish positive safety culture for the project site. Develop safety performance metrics and key targets for the project. Provide clear guidance for all safety efforts during the construction phase, coordinating with contractors, site managers, and third‑party vendors. Review and approve construction safety plans, Job Hazard Analyses (JHAs), and contractor safety programs. Conduct regular site inspections and audits to ensure compliance with OSHA 1926, company policies, and local regulations. Facilitate daily safety briefings, toolbox talks, and emergency drills. Document and report all incidents, near misses, and corrective actions. Partner with project management to identify and mitigate job‑specific hazards. Lead Root Cause Analysis efforts as required. Maintain positive relationships with internal and external stakeholders. Oversee safe commissioning and transition from construction to operational status. Develop, implement, and maintain operational safety programs aligned with OSHA 1910 standards. Train operations personnel in hazard recognition, safe work practices, and emergency procedures. Analyze safety performance metrics to identify trends and recommend corrective actions. Provide data analysis and reporting support to evaluate safety outcomes and operational improvements. Support industrial hygiene programs including OSHA testing requirements (e.g., annual hearing screening, ergonomics assessments, exposure monitoring). Conduct root cause analyses (RCA) for incidents and lead corrective/preventive action development. Perform field safety audits to verify compliance and coach personnel in hazard recognition and mitigation. Provide immediate first aid or coordinate medical response as required. Promote ethical behavior, safety accountability, and a strong, proactive safety culture. Communicate policies, plans, and procedures clearly to ensure compliance and alignment with VoltaGrid’s core safety values. Other Requirements Minimum of 5+ years of experience in Health, Safety, Environment, and Quality (HSSEQ) management systems or equivalent. Demonstrated experience in construction and operational safety, preferably in industrial, energy infrastructure, or data center environments. Strong working knowledge of OSHA 29 CFR 1926 and 1910 standards. Proficient in root cause analysis methodologies and corrective/preventive action planning. Excellent communication, leadership, and coordination skills. Willingness to work in field conditions and flexible schedules as required. Valid driver’s license and clean driving record. Bachelor of Science in Safety, Environmental Science, or a related technical field. Professional certification(s) such as Certified Safety Professional (CSP) or Construction Health and Safety Technician (CHST) — highly desirable. Experience with data analysis and safety performance reporting tools. Familiarity with workplace hygiene practices (noise monitoring, ergonomics, exposure testing). Moving about on foot to accomplish tasks, often for long periods (up to 12 hours/day) or working from a seated position for up to 12 hours/day. Willingness to work in exposure to extreme temperatures, wind, precipitation, in addition to working at heights. Ability to stoop, sit, stand, or be on their feet for extended period of times. Able to lift 50 pounds up to 10 times per shift. Must wear appropriate PPE, including FRC uniform, hard hat, safety‑toe boots, gloves, and safety glasses. Analyzing situations and determining effective solutions. Applying sound judgment and decision‑making. Making timely decisions under pressure. Collaborating effectively as part of a cross‑functional team. Performing effectively in high‑stress or conflict situations. Interacting professionally with coworkers, contractors, and clients both verbally and in writing. Presenting safety topics or incident findings to groups with confidence and clarity. Managing multiple tasks and priorities efficiently. Maintaining focus in dynamic, high‑activity environments with potential distractions. The above statements are intended to describe the general nature and level of work being performed by employees assigned to this classification. All personnel may be required to perform duties outside of their normal responsibilities from time to time, as needed.
