Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D2422000 and is part of the 107TH ATKW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Responsibilities As a TRAFFIC MANAGEMENT SPECIALIST (GS-2130-7/9) you will serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes Deployment and Distribution programs. Requirements Conditions of Employment Qualifications Military Grades: Enlisted SPECIALIZED EXPERIENCE: GS 07: Must have one year specialized experience equivalent to at least the next lower grade. Experience assisting technical transportation advisor and higher graded staff on all statewide operating matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assists in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Assists in input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Assists in the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. GS 09: You must meet the following Specialized Experience requirement 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. OR Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Graduate Education: Education at the graduate level in an accredited college or university. Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. Recruitment, Relocation, or Retention Incentives (3R): A 3R incentive may be authorized for highly qualified applicants and/or for positions that are determined to be hard to fill. Approval Authority: The Adjutant General is the approval authority for requests up to 25% of the starting salary. The Office of Personnel Management (OPM) is the approval authority for requests up to 50% of the starting salary. Superior Qualifications Appointment (Advanced Step Placement): In accordance with agency pay-setting policy, the hiring official may request advanced step placement for highly qualified candidates of federal GS positions. Eligibility: To qualify, the candidate must be a newly-appointed General Schedule (GS) employee (defined as receiving their first appointment as a civilian employee of the Federal Government, or a former federal employee being reappointed after a break in service of at least 90 days).
