Manager on Duty - Communications Control & Route Performance - Valley Metro

Key Accountabilities Ensure staff members assigned adhere to company/agency policies, procedures and standards. Ensure service readiness, goal of 100% on-time pull-outs and zero missed service is consistently being achieved. Lead the team daily huddles, ensuring 100% participation and team building. Closely monitor support staff attendance and punctuality. Ensure Communications Controllers, Route Section Employees and Road Supervisors are covering assigned territories at all times. Ensure Communications Controllers diligently respond to CAD System events in a timely and efficient manner. Conduct weekly pull‑out and route checks on a regular basis. Conduct weekly leadership touchpoints with direct subordinates to ensure support, growth, and job familiarity. Provide new‑hire training to Communications Controllers and Route Section Employees. Work collaboratively with Communications Control and Workforce Planning to ensure route detouring runs smoothly with minimal issues and full operational understanding. Work collaboratively with Safety Department and Agency officials regarding route safety concerns, passenger concerns, etc. Prepare a weekly performance report PowerPoint presentation and present to Senior Leadership on performance improvements. Recognize employees with satisfactory performance records. Takes proactive measures of follow‑through to address violations not in compliance with policies, procedures, and CBA. Conduct interviews and make recommendations to hire new employees. Administer corrective action up to including termination as required. Ensure exceptional network performance. Lead proactive incident response management as required. Foster a team environment aligned with Valley Metro's core values: Whatever It Takes, Team Player, Positive Customer Care. Strong analysis and problem‑solving skills. Ability to communicate effectively and tactfully both written and oral. Qualifications Must be over 21 years of age. High School Diploma or equivalent. Must have a valid license and be able to obtain an AZ Commercial License with passenger endorsement. Ability to work without direct supervision. Ability to read, write and speak English. Ability to work flexible schedules that may include nights, early mornings, weekends and holidays. Ability to lead a large team. Ability to work in a union environment. Computer literate. Knowledge of data performance platforms such as Microsoft Power BI, Tableau or similar. Knowledge of Computer Aided Dispatching Systems (CAD) such as Clever Devices, Transit Master, Swiftly, Orb Cad or similar. Knowledge of labor relation skills and collective bargaining agreements. Minimum two (3) years of transit industry experience. Minimum two (2) years of transit dispatching experience using Computer Aided Dispatching systems. Physical Demands and Work Environment The physical demands and work environment characteristics described here are representative of those an employee may encounter while performing the essential functions of the job. In addition to the above demands inherent in every role, the following roles may entail unique physical demands, including: Operators/Drivers may work inside or outside vehicles and may operate vehicles for over 8 hours per day. Operations Supervisors and Managers may split their work between an office setting looking at a computer screen/electronic device and active transit field locations driving in a vehicle. Maintenance Employees may be exposed to toxic or caustic chemicals in a ventilated maintenance shop and may work with personal computers, laptops, electronic hand‑held devices, complex electrical schematics, diagnostic software and testing devices, and other heavy machinery. Office Staff may work indoors in air‑conditioned or well‑ventilated facilities, including offices and cubicle spaces equipped with a telephone and computer and may entail typing or looking at a computer screen.
