The Community Development Agency (CDA) has a long history of innovation and leadership. ABOUT THE POSITION
The County of Marin's Code Compliance Program in the Building & Safety Division of the Community Development Agency, is seeking one (1) full-time, regular hire Senior Code Compliance Specialist.
This is the advanced journey and lead level in the Code Compliance series and is characterized by performing the more complex, difficult, and/or specialized assignments. The incumbent will be addressing complex code enforcement cases related to immediate health and safety, and community and environmental impacts related to land use, building, septic, and housing violations. They will provide technical information associated with code compliance to the public including at the public services counter, prepare high-priority enforcement cases for hearing before an Administrative Law or Superior Court judge, administer citations, interact with internal and external departments and agencies to resolve enforcement related issues and will and participate in the development of the Code Compliance program. Additionally, the incumbent will provide lead direction and training to staff.
Hybrid schedule:CDA has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOU
Our highly qualified candidate has thorough experience with the County of Marin zoning, building, environmental health codes, and coastal regulations, along with an understanding of the Community Development Agency's Planning, Building, and Environmental Health Services permitting processes, administrative noticing, citations, and hearing procedures. The ideal candidate has knowledge around short-term rental, Americans with Disabilities Act (ADA) related, and substandard housing enforcement practices. They are comfortable managing heavy caseloads, complex enforcement cases, and possess excellent communication skills both verbally and in writing to effectively serve a diverse customer base. Possession of a Property Maintenance & Housing Inspector certification from the International Code Council (ICC) is highly desired. QUALIFICATIONS
Knowledge of:
- Principles, codes and ordinances related to zoning, environmental review, health, building and related areas.
- Permit and environmental review processes.
- Investigative methods.
- Techniques for researching code information and property information.
- Plan and map reading practices.
- Business letter writing including correct business English, spelling, grammar and punctuation.
- Methods of conflict resolution.
Ability to:
- Lead, train, direct and review the work of staff in the delivery of code compliance activities and projects.
- Exercise considerable initiative and independent judgment in applying established policies and procedures
- Explain complex codes, policies and procedures to developers, contractors, builders, property owners and the public.
- Research, interpret and summarize various code and property information.
- Inspect properties to assess code violations and enforcement requirements.
- Prepare clear and concise reports, correspondence and other written materials.
- Set priorities and meet critical deadlines.
- Effectively use a variety of computer applications related to the work.
- Maintain accurate records and files.
- Effectively present information at hearings.
- Establish and maintain effective working relationships with those contacted in the course of the work.
- Work effectively with issues in which there are inherent tensions and conflicts.
- Communicate effectively orally and in writing.
Any combination of education and experience that would provide the knowledge and skills listed. Typically, equivalent to graduation from high school AND four years of technical code enforcement experience for a public agency which includes zoning and environmental review and explaining complex rules and regulations to the public. College level course work in planning, building or another related field may be substituted for up to one year of experience at a rate of 30 semester units or 45 quarter units.

Certificates and Licenses
Must successfully complete POST 832 Powers of Arrest within one year of employment.
This job class requires travel between various County and business-related locations. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County, including review of a recent DMV history. If a driver's license is required, at the time of the selection interview by the appointing authority, applicants will have to furnish a recent DMV driving record.
