ePermitting Manager (Compliance & Regulatory Manager 2) Department of Consumer & Business Services (DCBS). Salary Range: $7,537 - $11,657 per month (non‑PERS). Position Type: Employee. Location: Oregon State Government. Office hours required; eligible for part‑time telework after proficiency. Overview The DCBS Building Codes Division (BCD) enforces and administers state building codes for the construction, reconstruction, alteration and repair of buildings. The ePermitting Manager leads the ePermitting Services Section, directing state‑wide electronic permit systems and related services. Responsibilities Direct and manage professional, technical, and support staff in the ePermitting Services Section. Oversee the direction, management, and delivery of a statewide electronic building permit system and other jurisdiction permitting services. Manage division resources in support of the Governor’s streamlining initiative and the division’s mission of administering a uniform statewide building code. Manage multi‑million‑dollar vendor contracts for ePermitting systems, software, and related services, and interagency agreements establishing the division’s service delivery obligations. Ensure compliance with regulatory, administrative, and mandatory legal requirements related to building codes and permitting. Qualifications Minimum six years of supervision, management, or progressively related experience, or three years of related experience plus a bachelor’s degree in a related field. Extensive knowledge and experience in developing and administering complex regulatory programs. Strong general management skills, including overseeing staff and program budgets. Experience managing regulatory programs and vendor contracts. Advanced supervisory, public‑speaking, analytical, and reporting skills. Ability to interact with diverse stakeholders (local building officials, manufacturers, developers, building owners, and state agencies). Sound understanding of building code specialty programs and the economic impacts of codes in Oregon. Proficiency applying laws, rules, and administrative procedures to organizational settings.
