Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act. Summary Under general direction, tracks clinical outcomes and incidents at the Alaska Native Medical Center (ANMC) and provides pro‑active risk management consulting services to the hospital to prevent professional medical errors and omissions and other liability incidents and to improve patient safety. Responsibilities Has primary responsibility for determining whether incidents are potentially compensable events (PCEs), directing loss prevention and loss control efforts. Conducts risk assessments to help ANTHC and hospital leadership prioritize initiatives, strategies, and action plans. Serves as the clinical consultant on any federal tort claims, lawsuits or insurance claims filed against ANTHC. Works closely with hospital management to develop risk management plans that support the mission and strategic goals of the organization, improve patient safety, and minimize financial loss and impact to the reputation of ANTHC. Provides clinical risk consultation to other divisions within ANTHC, when required. Exercises independent judgment within broad policy guidelines. Works closely with hospital administration and department managers to achieve a pro‑active clinical risk management program that prevents and minimizes losses to patients, visitors, employees and property and sustains an environment of safety and quality. On a daily basis, reviews confidential reports of incidents and prioritizes them for investigation and corrective action. Investigates and conducts root cause analysis (RCA) and failure mode effects analysis (FMEA) processes on incidents and adverse events and identifies patterns or trends that require corrective action or mitigation measures. Works with hospital quality improvement personnel to continuously improve the electronic incident reporting and tracking systems for the identification, collection, and analysis of incidents, adverse incidents and other risk related information. Contributes to risk management program metrics and prepares dashboard reports to the ANTHC Board of Directors, the ANMC Joint Operating Board, and to executive leadership and department managers to measure the efficacy of the hospital risk management program and determine strategies for continuous risk improvement. Promotes leadership and workforce awareness of best practices in clinical risk management through education and training, development of risk management policies, open communication, and collaborative working relationships with colleagues performing related functions. Actively participates in committees relating to hospital operations and management, risk management, patient safety, and quality improvement. Works with ANTHC risk management and finance personnel to collaboratively develop solutions to minimize risk exposure, prevent losses, and decrease federal tort claims payments and insurance premiums. Provides clinical advice and assistance to the ANTHC Risk Manager, ANTHC Claims Administrator, ANTHC General Counsel, and federal U.S. Attorney General’s staff in resolving administrative tort claims, lawsuits and insurance claims. Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations. Performs other duties as assigned. Other Information KNOWLEDGE and SKILLS Knowledge of hospital operations and best practices in clinical care in a hospital environment. Knowledge of business and clinical risk management principles, and best practices. Knowledge of applicable health care laws, regulations, accreditation standards, and professional licensing, certification and credentialing standards. Knowledge of effective loss prevention, loss control, and quality improvement practices. Knowledge of incident investigative practices including root cause analysis (RCA) and failure mode effects analysis (FMEA). Knowledge of federal ISDEAA/FTCA tort claims protections and of commercial health care professional liability insurance coverage and claims administration. Knowledge of best practices in infection control and occupational health/safety programs. Knowledge of federal reimbursement and grant program conditions and standards. Knowledge of the Alaska Tribal Health System. Skill in investigating and assessing health care risk exposures, interpreting and applying applicable health care laws, and regulations, and developing best practice standards for clinical risk management programs. Skill in identifying and analyzing risk exposures and developing action plans to manage risk. Skill in assessing complex situations, prioritizing multiple tasks, projects and demands, and in effective project management. Skill in analyzing complex sets of data and in preparing dashboard reports to management. Skill in leading and managing people. Skill in educating and training individuals with a wide range of cultural, educational, and professional backgrounds. Skill in written and oral communication and interpersonal relationships. Skill in using critical thinking, analytical, and research skills to define and solve problems. Skill in communicating empathetically with patients and family members following an adverse event. Skill in maintaining objectivity and professionalism in difficult situations. Skill in maintaining confidentiality to protect individuals and the organization. Skill in presenting information to committees, executive leadership, and Boards of Directors. Skill in work relationship building, team building, and negotiating in a variety of situations. Skill in operating a personal computer utilizing a variety of software applications.
MINIMUM EDUCATION QUALIFICATION
A Bachelor's degree in Nursing or other clinical specialty. Progressively responsible professional/exempt work‑related experience, education, or training may be substituted on a year-for-year basis for college education.MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory –Five (5) years of nursing or other specialty clinical experience in a health care setting. An equivalent combination of relevant education and/or training may be substituted for experience.MINIMUM CERTIFICATION QUALIFICATION
Current State of Alaska license or equivalent national credential in a clinical specialty, such as Nursing, Pharmacy, or Respiratory Therapy.PREFERRED EDUCATION QUALIFICATION
Master's degree in nursing or a clinical specialty preferred.PREFERRED EXPERIENCE QUALIFICATION
Risk management, loss prevention or loss control experience preferred.PREFERRED CERTIFICATION QUALIFICATION
