Technical Specialist 1

Position Description The position Technical Specialist 1 performs specialized tasks, methods, procedures, or computations in support of department operations. It serves as the department expert in a specific technical field and performs related duties as required. The Department of Transportation and Multimodal Infrastructure delivers a range of services to the residents, businesses, and visitors of Nashville. The department manages over 2,200 miles of public roadways, 6,000 streets, 300 bridges, 835 traffic signals, and 1,200 miles of bike/sidewalk lanes. Employees are responsible for ensuring a safe, multimodal transportation system and handle the preparation and cleanup for major events such as CMA Festivals and Titans games. Typical Duties Reviews service requests from the public and issues county‑wide work orders accordingly. Communicates with the public regarding complaints, projects, and program progress. Reviews approved plans, specifications, and materials for projects. Studies and reviews field work and makes recommendations for improvements. Coordinates with other departments and state agencies on matters relating to departmental services and programs. Keeps abreast of new trends and developments in the field of specialization. Enforces regulations and restrictions pertaining to the area of specialization. Participates in monitoring and administration of public service contracts. Participates in the development of specifications for new policies, procedures, and designs related to the area of specialization. Evaluates proposed project requests to determine manpower, equipment, and supply requirements. Requires knowledge of OSHA, MUTCD, and related safety laws. Has a thorough knowledge of all federal, state, and local laws, regulations, and policies affecting the area of specialization. Might supervise other employees. Minimum Qualifications High School Diploma or equivalent supplemented by job‑related technical education as described in the position announcement and four (4) years of responsible experience in the area of technical specialty. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents within six months of employment. Preferred Experience, Knowledge, Skills, and Abilities Thorough knowledge of the methods, materials, supplies, and techniques used in road maintenance. Experience responding to citizen inquiries and resolving public concerns related to infrastructure maintenance. Experience using GIS, computerized maintenance management systems (CMMS), mobile inspection applications, or similar technology. Experience monitoring contractor performance and ensuring compliance with project specifications and safety requirements. Thorough knowledge of all federal, state, and local laws, regulations, and policies affecting the area of specialization. Experience documenting inspection findings, preparing reports, and maintaining accurate records.
