Description The System Engineer performs a variety of systems engineering tasks, applying a comprehensive knowledge of concepts, processes, practices, and procedures on technical assignments. Provides analysis related to the design development, and integration of cloud, hardware, software, machine interfaces and all system level requirements to provide an integrated IT solution. This position may serve as the technical lead for up to 10 other team members or more. Specific duties may include: Collaborate with the Communications Subject Matter Experts (SMEs), Spectrum Managers, and all other stakeholders to ensure that all NASA requirements are met. Conduct RF interference testing and monitoring as necessary to ensure that changes to the RF environment do not adversely affect other operations. Provide heightened operational and technical field support during NASA-defined mission critical periods. Heightened support could include dedicated support, reduced response times, etc. The contractor shall provide Cellular services required to meet customer requirements. The contractor shall provide support for managing vendor relationships and system implementations, and provide on-going operations and maintenance oversight, for 3rd party Cellular Repeater services within NASA facilities. These services include maintenance of existing capabilities, as well as the development or acquisition, and implementation of enhancements. Coordinate with customers to determine requirements and desired solutions. Support procurement activities such as creating statements of work and evaluation of vendor quotes and proposals. Be cognizant of overall technical, logistical and schedule aspects for each implementation project Work in conjunction with local Center facilities and building management personal to determine antenna and equipment locations, installation parameters, cable paths, etc. and obtain necessary authorizations. Submit and monitor status of service requests via responsible organization for provision of cable plant, power, building modification, or other requirements necessary to support vendor implementations. Provide installation coordination, scheduling, and oversight including vendor escort and required. Provide general on-going oversight and point of escalation for 3rd party Cellular repeater service requirements and maintenance. Provide distributed antenna system (DAS) analysis for proposed development, acquisition, and implementation of enhancements. Coordinate with applicable Cellular services provider for new Cellular services and DAS equipment requirements for the procurement of existing or modified equipment. Provide Engineering/Redesign services and survey functions that relate to expansion, modification or deactivations of the existing DAS system. Implement Cellular service requests and perform trouble ticket resolution. Provide technical support during normal business hours, once incident reported. Dispatch and respond to incidents, once determination of fault requires on-site repair. Work directly with the Wireless Service providers to coordinate service restoration. Perform visual inspections of the infrastructure and DAS equipment when required. Perform Software Upgrades - All DAS related equipment will be eligible for software or firmware updates from the equipment manufacturer. Maintenance Reports - provide a summary report of any data collected as a result of the Network Analysis or Network Testing options. Perform testing throughout the buildings to ensure adequate signal levels are available to users, and the signal level exceeded the minimum signal strength. Perform inspection of the equipment physically as well as the internal configurations of the repeater, such as frequency settings, rooftop antennas, and the repeaters. VoIP/Telephone Services: The Contractor shall operate, maintain, update and perform sustained engineering for existing VoIP/PBX infrastructure and services. Provide analog telephone end instrument where VoIP services are not available. Utilize where possible the Institute of Electrical and Electronic Engineers (IEEE) standard Power over Ethernet (PoE) to support VoIP telephones. Install, operate, and maintain UPS equipment on all major components of the telephone infrastructure to allow for battery backup in the event of facility power outages as required. Provide check-in/check-out notification via email by the technician to NASA personnel as designated by the center during normal working hours and during on-call when working in an on-call state. Ensure the Center specific Voice Property and Responsibilities document is updated with latest change revisions At designated Centers operator services shall be available 6:00 a.m. to 6:00 p.m. Monday - Friday, excluding Federal holidays. Provide Telephone Call Detail Reports in accordance with NASA documentation requirements. Response due within 24 business hours of request unless otherwise specified. Maintain E-911 recorder and ancillary equipment, including ANI/ALI database and its interfaces center VoIP and PBX phone systems. Maintain telecommunications asset inventory and assist in the acquisition of new or replacement components. Coordinate planned upgrades and outages with Center customers and tenants. Provide installation, activation, testing, operations, repair, and removal of last mile Center provided phone circuit integration to customer demarcation. Provide annual Telephone phone book creation, validation, and delivery of Center phone book to the Center and Tenants. Telephone book shall be hardcopy and electronically available. Provide Center teleconferencing service to Center subscribers including Tenants. Costs for service must be provided monthly per Tenant per user. Assist NASA in providing billing reports monthly broken by Organizations and Tenants for subscribed services. Uninterruptable Power System (UPS) Support: Provide support for conversion of selected centralized Uninterruptable Power System (UPS) power units to standalone UPS configuration. Support includes but is not limited to device selection/sizing, procurement, installation, maintenance and monitoring. Emergency Warning Systems (EWS): Provide and maintain the Emergency Warning System (EWS) that distributes emergency notifications in situations such as fire, explosion, accident, bomb threat, civil disturbance, terrorist related incidents, and weather-related emergencies. The system should be capable of integrating to the greatest extent possible with existing NASA infrastructure to provide the most complete coverage of the facility (to include telephones, speakers, sirens, signage, lights, and text/email alerts). Public Address Systems: Operate, maintain, design, install, and provide sustaining engineering support for Center PA Systems. Complete the conversion of analog PA systems to an IP-based system. These IP-based systems are integrated with the existing VoIP infrastructure so that public address announcements can be transmitted to VoIP phones throughout the facility. Responsible for programming the system and maintaining the database so that PA announcements can be made campus-wide and/or restricted to particular zones or buildings Radio Services: Provide radio services required to meet customer requirements. These services include maintenance of existing capabilities, as well as the development or acquisition, and implementation of enhancements. Complete small antenna and Radio Frequency (RF) cable installations. This includes terminating the connector on the RF cables, purchasing or fabricating (or coordinating with local fab shop to produce), and mounting hardware as needed to mount the antenna. Typically, the antennas are Ultra-High Frequency (UHF) or Very High Frequency (VHF) omnidirectional models used to support communications for projects. The cable runs can be very long for systems mounted on hangers. Coordination with facilities and use of personnel high-lifting devices will be required for this work. Coordinate new radio services requirements or system enhancements with the frequency or spectrum management authority prior to procurement or deployment of new or modified equipment. Provide radio services and/or devices that integrate with the existing NASA Mission Operations Voice Enhancement (MOVE) and Mission Next Generation Voice (MNGV) systems. Provide radio services required to meet customer requirements. These services include maintenance of existing capabilities, as well as the development or acquisition, and implementation of enhancements. Provide fixed, portable, and mobile radios. Provide battery exchange for failed batteries. Provide RF analysis for proposed development, acquisition, and implementation of enhancements. Multimedia Services: Manage vendor relationships and provide systems engineering, sustaining engineering, documentation, procurement, installation, and operations and maintenance support for new or existing surveillance, video, and/or cable television systems or services. Collaborate with Communication Subject Matter Experts (SMEs) and other stakeholders to ensure that various range video sources can be distributed via legacy CATV system or EVCDN/IPTV systems, and provide assistance when required on migration of future capabilities. Cable Plant Services: Perform design, procurement, and installation of new cabling, equipment, associated hardware, software and miscellaneous items (e.g. antennas, cameras, speakers, etc.) as needed, to extend or enhance existing services. Provide Cable Plant services at property NASA manages, which includes the configuration control of, operation, maintenance, engineering, design installation, and sustained engineering of the copper, fiber optic and other telecommunications medium. Support cable management and support for end-to-end configuration/validation tests to meet operational and institutional requirements. The scope of cable plant management, engineering and operations shall apply to all centrally managed centrally managed campuses institutional copper, fiber, and other IT infrastructure. Cable plant work to be performed shall adhere to all applicable NASA center and enterprise cabling infrastructure standards. Collaborate with Communication Subject Matter Experts (SMEs) to ensure Cable Plant services implemented does not impact mission operations. Perform documentation/drafting services for Cable Plant infrastructure. Provide class 3 Asbestos abatement services at designated NASA Centers and associated component facilities to install various types of wiring (copper, fiber, and coax cabling) in buildings with asbestos containing material. Asbestos Crews are required to undergo annual training to certify ability to work in above ceiling asbestos areas and performed in accordance with center policy. Emergency Telecommunications: Provide emergency telecommunications at designated NASA Centers. Provide maintenance of existing equipment, development or acquisition, and implementation of enhancements in support of emergency telecommunications, including EWS support, and operations support services during disaster/ emergency situations such as, but not limited to, fire, explosion, accident, bomb threat, civil disturbance, terrorist-related incidents, flood, ice, snow, and tornadoes. Mission Launch Support Services: Collaborate with NASA civil service staff to provide mission launch support on an as-needed basis. Facilities Infrastructure Resource Environment (FIRENET) Manage vendor relationships and provide systems engineering, sustaining engineering, documentation, procurement, installation, and operations and maintenance support for FIRENET systems. Collaborate with Communication Subject Matter Experts (SMEs), SOC/EOC, Office of Protective Services, and all other stakeholders to ensure all NASA requirements are met. Center Specific Network Services: Manage operate network infrastructure. This includes wired/wireless network, routers, switches, firewalls, DDI Servers, and troubleshooting connectivity issues. Identify hardware or software issues and make recommendations for repairing or replacing them when necessary. Network technical support, including maintenance, upgrade, and problem resolution of all network components. This includes both hardware and software components. Ensure timely response and resolution to customer requests/tickets Standard Operating Procedures (SOPs) for IT operations, related applications; as well as IT systems processes and procedures. FACSIMILE SERVICES: Provide best effort to maintain the existing GFE facsimile service, until they are inoperable. A set of old facsimile machines are kept in storage and this service includes replacing failing machines with an old facsimile from the existing supply as a best effort to restore service. Basic Qualifications Must have minimum of 8 years' in network engineering and Bachelor degree or 12 years of experience in the same career field. Solid understanding of key communications tools, such as Microsoft Project, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint Must be able to obtain Public Trust clearance.
