Job Summary The Chief Engineer will serve as Core’s on‑site point of contact and function as liaison with the client Facilities Management Team. He will have complete authority to act on behalf of Core and perform engineering and mechanical services required for the safe and efficient operation of the building equipment and systems in a manner conducive to management’s operating objectives. Responsibilities Responsible for the organization and functioning of the Maintenance Engineering Department. Maintain active contact with personnel to promote high performance standards in all maintenance activities. Assist in the development, management, and implementation of the PM program (CMMS). Coordinate with Management in the development and assignment of work schedules. Provide daily, weekly, and monthly reports to Management on the activities of the Engineering Department. Assign work orders to workforce, prepare timesheets, and sign off on all work performance. Promote orientation and on‑the‑job safety training programs for new employees and sub‑contracted staff. Coordinate and inspect all outside subcontractor activities. Direct the operation of all safety regulations and programs. Establish controls necessary to secure minimum maintenance costs for maximum operating efficiency. Periodically check the work performance of all maintenance personnel and implement methods to raise performance standards. Coordinate the maintenance departments’ efforts with Management, including non‑routine requirements requested by Management. Report proposed changes in staff shift assignments, overtime requests, vacation scheduling, worker absenteeism, disciplinary actions, and other personnel matters. Coordinate efforts during a building emergency to protect equipment and tenants; take necessary action if Management is unavailable. Evaluate personnel performance to meet the maintenance department’s objectives. Assist in promoting good labor relations and handling unsettled labor disputes. Maintain a record‑keeping system relevant to all personnel and maintenance matters. Interface with the Fire Department or Fire Insurance Carrier to ensure a safe building environment. Execute repairs and maintenance of all systems that support the complex (e.g., plumbing, bathrooms, lighting, painting). Inspect all areas of the facility to prevent compromise or breach of roof, fence line, etc. Respond to tenant calls for all facility management and operational issues. Ensure the integrity and operation of all equipment and systems detailed in the RFP. Report all incidents, accidents, etc. to Corporate Offices. Execute other objectives as defined by Management. Qualifications High school diploma or equivalent from an accredited institution required. Two or more years of supervisory experience required. Possess any of the following state licenses: Boiler Operating Permit, Washington D.C. 3rd Class Steam License, EPA CFC Universal Certification, Technician certificate, etc. Five or more years of direct experience in mechanical, electrical, life/safety, and plumbing operations in commercial office buildings, including safety, code compliance, and technology utilization. Budget preparation and administration experience. Knowledge of property management procedures. Ability to efficiently handle and coordinate multiple tasks and project assignments. Contract negotiation and administration experience. Strong supervisory and decision‑making skills. Ability to read and interpret blueprints and construction documents. Proficiency with testing equipment, analog/digital multimeters, pressure and temperature indicating and recording devices, airflow measuring devices, and leak detection devices. Knowledge and proper use of basic hand tools and power tools. Ability to read and understand equipment instruction manuals and other written or oral schedules. Effective verbal and written communication skills. Ability to work well in stressful, high‑pressure situations. Strong computer skills. Diplomatic interaction with employees, tenants, and contractors. Understanding and application of personal safety equipment. Ability to interpret operating and capital budgets. Assistance in creating operating and capital budgets for the property management team. Strong critical‑thinking skills. Physical capability: lift 25 lbs. or more; climb up and down stairs and ladders; work overtime as business needs require. Benefits Paid holidays and vacation time.
