Reporting to the Dean and Resource Manager, the Fiscal and Operations Analyst serves as the College's senior fiscal and operations analyst within the College Care Shared Services model. This position provides strategic administrative consultation to multiple academic departments and independently performs highly complex fiscal, personnel, operational, and organizational analyses that support the College's instructional, research, and strategic priorities. As a key member of the College Care Shared Services Team, the Fiscal and Operations Analyst develops collaborative partnerships across the College and the university to improve administrative processes, promote consistent and equitable service delivery, and advance the instructional, research, student success, and strategic objectives of the College of Sciences. Key Responsibilities Lead complex fiscal planning, budget administration, resource management, and long-range financial planning across multiple funding sources. Provide advanced consultation on faculty, staff, and student personnel administration, workforce planning, and policy interpretation. Conduct complex fiscal, personnel, and operational analyses that support executive decision-making and organizational planning. Develop and implement administrative procedures, business process improvements, and operational strategies that strengthen efficiency and compliance. Serve as the College's senior administrative consultant, providing guidance to academic departments on fiscal, personnel, procurement, travel, and operational matters. Lead cross-functional initiatives that improve shared services, organizational effectiveness, and service delivery. Prepare executive-level reports, financial analyses, operational assessments, and strategic recommendations for college leadership. Foster collaborative partnerships with academic departments and university administrative offices to advance the College's strategic priorities. Why Join the College of Sciences? Position Information This is a full-time (1.0 time-base), benefits eligible, permanent/probationary position. This position is designated as exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday – Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs. This position is approved for partial telecommuting with onsite work in San Diego after the training period. Department Summary The College of Sciences is a diverse academic institution encompassing eight academic departments, eight joint doctoral programs, and a multitude of academic program areas. Additionally, it houses the California State University Program, the Education and Research in Biotechnology program, the Coastal Waters Institute, the Center for Research in Mathematics and Science Education, the Molecular Biology Institute, and off-campus sites including the San Diego State University Field Stations and the Mt. Laguna Observatory. Within its ranks, the College boasts a dedicated faculty comprising over 260 full and part-time members, along with a support staff of 80 clerical and technical employees. Their interests span a wide spectrum, encompassing both teaching and research. Leading the College is the Dean, who is assisted by two Associate Deans, an Assistant Dean of Student Affairs, a Resource Manager, and administrative support personnel. The Dean's Office takes responsibility for overseeing all facets of the College's operations, including the initiation, execution, and ongoing support of instructional and research initiatives, as well as planning for the College's future. Education And Experience Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. Key Qualifications Bachelor’s degree and a minimum of 5 years of progressively responsible experience in fiscal administration, budget management, administrative operations, organizational analysis, or a related field Demonstrated experience serving as a trusted administrative consultant, providing strategic guidance and developing administrative solutions that support multiple departments and organizational priorities. Experience performing complex fiscal, personnel, operational, and organizational analyses, including budget administration, financial planning, resource management, and executive-level reporting. Demonstrated ability to interpret and apply policies, collective bargaining agreements, and administrative procedures to resolve complex operational and personnel issues. Demonstrated commitment to fostering an inclusive and welcoming environment and supporting the success of students, faculty, and staff from diverse backgrounds, including historically underrepresented and underserved populations. Demonstrated success leading process improvement, organizational effectiveness, change management, and cross-functional projects involving multiple stakeholders. Strong analytical, organizational, project management, communication, and relationship-building skills, with the ability to manage competing priorities and provide strategic recommendations. Experience utilizing enterprise financial, human resource, and reporting systems (e.g., PeopleSoft Finance, PeopleSoft HCM, CFS, Concur, Smartsheet, Power BI, or similar applications) and advanced proficiency with Microsoft Excel and reporting tools. Experience working in the California State University system or another public higher education environment is preferred. Compensation Step placement will be determined based on relevant qualifications and professional experience, in alignment with the department’s budget and equity guidelines. Initial step placement is not expected to exceed Step 10 ($7,627). Salary step placement for internal applicants will follow the CSUEU Collective Bargaining Agreement. CSU Classification Salary Range: $6,382 – $9,297 per month (Step 1 – Step 20). Future increases, including step advancements, are subject to contract negotiations.
