Summary The Security Operations Manager works under the general guidance and direction of the Corporate Security Director. The Security Operations Manager plans, directs, and coordinates the operative duties associated with all physical security functions, to include the Emergency Dispatch Center. Responsibilities Perform all duties of a Security Officer I, II, III, Sergeant, and Lieutenant. Assist with the development, and direct the implementation, of goals, objectives, policies, procedures, and work standards for the Department to ensure that state and federal laws and ANTHC policies are enforced, public peace and safety is maintained, and to ensure maximum effective application of security services. Provide leadership for Security operations; understand current and long‑range ANTHC Corporate plans and formulate strategies and action plans to achieve the goals of the organization. Determine Security department objectives, set priorities, and anticipate potential threats and opportunities. Meet objectives and assure the efficient operations and sound fiscal practices required to meet objectives through effective planning, staff management, and resource allocation. Select, train, supervise, evaluate and schedule the work of employees in accordance with ANTHC policies. Meet regularly with subordinate supervisors to give assignments and advise employees on policy changes and coming events. In partnership with the Corporate Security Director and ANTHC Security Investigator investigate and respond to complaints regarding the Department and/or employee conduct. Participate in internal investigations, working closely with the Director, Investigator, or other personnel. Maintain records and prepare reports, maintaining strict confidentiality of privileged communications and information and ensuring departmental compliance with privacy laws, policies and regulations. Oversee daily security service operations; maintain security officer shift schedule and ongoing training schedule. Attend meetings and perform shift inspections, periodically or as requested by the Corporate Security Director, often at hours outside the normal work hours. Develop goals, priorities, and assign tasks and projects. Develop staff skills and training plans. Counsel, train and coach staff. Implement corrective actions and conduct performance evaluations. Advise subordinates and direct Security programs to coordinate problem resolution. Effectively address personnel issues to promote a productive and healthy work environment. Improve leadership and employee performance by proactively identifying and clarifying problems, evaluating and implementing solutions, coaching and counseling employees, and deploying employee engagement interventions. Equip department leads with appropriate tools to effectively manage their people in‑line with ANTHC Behavior Standards using performance management, succession planning, goal setting, and career paths. Supervise alarm and surveillance systems. Maintain records of security incidents and prepare periodic reports. Plan and facilitate staff training and development. Assure compliance with all security procedures, safety rules and regulations. Implement emergency procedures as required. Direct Security operations and monitor program results. Assist with developing and administering departmental budget and provide current and forecasted information and supportive data with respect to material, salaries, equipment and operational changes. Investigate and justify significant variances. Monitor and review Security trends, advocate for resources, and recommend operational improvements. Responsible for the development of industry standard targets and measures to assure appropriate departmental productivity, quality and customer relationships. Ensure compliance with state and federal regulations and accreditations. Develop solutions to address coordination, alignment, and integration of security services. Attend and participate in professional training and attend conferences and meetings related to healthcare security to keep current with respect to new trends and developments in the field of public safety. Participate in emergency management and safety committees within ANTHC/ANMC. Coordinate with ANMC/ANTHC departments during city‑wide disaster drills. Develop educational programs to enhance awareness of local crime and safety. Make professional presentations to executive management, customers, and the general public. Assist with site investigations when Human Resources, Risk Management and/or outside law enforcement are involved. Responsible for control room crisis management, and emergency response. Provide security related training for ANMC staff. Analyze existing security systems/programs and make recommendations for improvement. Respond to medical emergencies, alarms and other security‑related occurrences; coordinate with police and fire department as required. Assist subordinates in performance of duties; review cases with subordinates as appropriate, and provide guidance and direction. Perform the work of a Security Officer, Sergeant, or Lieutenant as needed. Perform interviews and determine selections for hiring of top talent while maintaining fair and equitable hiring practices. Other Information Performs other duties as assigned or required. Knowledge and Skills Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics. Knowledge of basic security concepts and procedures. Knowledge of continuous quality improvement concepts, theories, and practice. Knowledge of ANTHC leadership expectations. Knowledge of the process for policy development, and problem identification with associated resolution. Knowledge of safety, infection and quality control standards. Skilled in effectively managing and leading staff, and delegating tasks and authority. Skilled in administering first aid, cardiopulmonary resuscitation and other emergency response procedures. Skilled in working independently, making decisions and maintaining confidentiality. Skill in oral and written communication. Skill in managing multiple priorities and tasks concurrently and meeting deadlines. Skilled in writing guidelines and being able to communicate to teams in multiple formats to adjust to any learning style. Skill in establishing and maintaining cooperative working relationships with others. Skill in operating a personal computer utilizing a variety of applications. Ability to recognize and respond to emergency situations. Ability to solve problems on an independent basis. Ability to track performance and address goals and obstacles. Ability to accurately receive and transmit information by radio, telephone or computer system. Ability to translate observations and information into legible, complete and accurate reports. Ability to perform multiple tasks rapidly and accurately under a crisis condition. Ability to establish priorities and pass on information as needed. Ability to work in a constant state of alertness in a safe manner. Ability to work successfully with people involved in stressful situations. Ability to perform work with minimal or no supervision. Minimum Education Qualification Bachelor’s degree in criminal justice, police administration, or related field. Progressively responsible professional work‑related experience can be substituted on a year‑for‑year basis for a Bachelor’s degree. Minimum Experience Qualification Non‑supervisory – Five (5) years of progressively responsible law enforcement, military, or security operations. Supervisory – Three (3) years of management experience. Minimum Certification Qualification Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under ANTHC’s insurance program. If personal automobile is used for ANTHC business, proof of automobile insurance at statutory limits must be provided. Current Basic Life Support card required. FEMA Incident Command System Training – ICS‑100 & 200 certificate of completion within 30 days of entry into position. FEMA Incident Command System Training – ICS‑700 & 800 certificate of completion within 60 days of entry into position. International Association of Healthcare Safety and Security (IAHSS) Supervisor Security Officer Certification within 90 days of entry into position. Preferred Education Qualification Master’s Degree in criminal justice, police administration, or related field. Preferred Experience Qualification Non‑supervisory – Seven (7) years of law enforcement, military, or security operations. Supervisory – Five (5) years of management experience. Preferred Certification Qualification ASIS International – Certified Protection Professional (CPP), Physical Security Professional (PSP), Professional Certified Investigator (PCI). Additional Requirements Must be at least 21 years old.
