Station Maintenance Supervisor

Under the direction of the Superintendent of Operations, is responsible for the supervision of the Station Maintenance Crew, including performing tasks to maintain, clean and repair sewage lift stations, water stations, and other related equipment. This classification is responsible for the supervision of staff and administrative direction of the crew. Duties and responsibilities are carried out with considerable independence within the framework of established policies and procedures. The work of this class is complex and involves significant accountability and independent decision-making responsibilities. The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position Supervise the assignments of Maintenance Workers I, II, III and Senior Maintenance Worker who perform routine maintenance and repairs to the District’s facilities, which include potable water, recycled water, and wastewater facilities; supervise employees while they perform Facility Maintenance standby duties; responsible for training all Facility Maintenance standby personnel in the operation and maintenance of the District’s facilities. Monitor maintenance and surveillance of stationary equipment, such as lift stations, and assist in major and routine repair work of District facilities and equipment. Operate a variety of small equipment including generators, portable pumps, gas detectors, ventilating fans, and common hand and power tools. Supervise field maintenance of equipment to assure its proper operation. Coordinate, assign, plan, and schedule labor and equipment to accomplish major repairs and maintenance work to District facilities. Responsible for the conformance of repair work with District plans and specifications; coordinate repair functions with jurisdictional agencies. Maintain records of projects, labor equipment charges, and material purchases; review and approve invoices for materials purchased. Read and interpret District’s sectional maps, review station information, equipment files, and written records of operation and maintenance. Work varying shifts, nights, weekends, holidays, overtime, standby duty and respond to call backs. Respond to emergencies during and after work hours consistent with the Incident Command System (ICS), Standardized Emergency Management System (SEMS), and National Incident Management Systems (NIMS). Responsible for exercising independent judgment when making decisions on methods and procedures to accomplish specific complex tasks in the maintenance and repairs of assets and equipment. Supervise maintenance of equipment to assure its proper operation; coordinate, assign, plan, and schedule labor and equipment to accomplish major repairs and maintenance work to District facilities. Must work with all departments and managers across the District and be successful at coordinating projects with other departments. Manage and monitor the O&M and CIP budgets for the department in compliance with the District’s purchasing policy; initiate purchase requisitions; recommend capital equipment purchases. Oversee time management and work activities of assigned staff; ensure time sheets are completed accurately and submitted in a timely manner. Participate in the selection, counseling, and training of employees; regularly review and evaluate the performance of staff; write annual performance appraisals for assigned personnel while providing clear goals, expectations and professional growth goals for the coming year; may recommend merit increases, reclassifications, or disciplinary actions for assigned staff. Works with management, vendors, employees and customers to resolve problems and make critical decisions based on District policies and procedures. Exhibit clear, concise and professional verbal and written communication skills. Advise Superintendent of problems, liability situations, etc., ensuring proper notification of affected parties. Implement and maintain compliance with pertinent safety rules and regulations. Perform other duties as assigned. A typical way to obtain the KSAs is: High school diploma or equivalent certificate. Must possess and maintain a valid California driver’s license and a safe driving record. Must have mechanical aptitude practiced in the water and/or wastewater industry with increasing responsibility and have the ability to accurately read District sectional maps. One year of experience in a supervisory capacity is desired. Must possess leadership abilities and be able to supervise subordinate staff directly and indirectly. Possession of California State Water Resources Control Board (SWRCB) Water Distribution Grade D2 Certificate. Possession of California Water Environment Association (CWEA) Collection System Maintenance Grade 2 Certificate. Certified Occupational Safety Specialist (COSS) or ability to obtain within 18 months of job placement. Position requires the ability to work in a field maintenance environment with the ability to carry, push, pull, reach, and lift equipment and parts weighing up to 80 pounds. Must be able to stoop, kneel, crouch, crawl, and climb during field maintenance and repair work Must be able to stand and walk for extended time periods. Must have hearing, vision, and eye-hand coordination sufficient to operate equipment and maintain good awareness during maintenance and repair jobs. Must be able to work in an environment that could produce exposure to dust, dirt, and chemicals such as, but not limited to, chlorine, chloramines, calcium hyper chloride, odium thiosulfate, ammonia, and significant temperature changes. #J-18808-Ljbffr Moulton Niguel Water District
