Project Development Manager

Project Development Manager O2EPCM, Inc. is a prominent award‑winning firm providing professional, technical, consulting and management services in the planning, design, engineering, and construction industry to government agencies and private clients. Salary Range: $157,000 - $164,000 Type: Full‑time Responsibilities Plan and coordinate pre‑construction activities for new schools and modernization projects. Manage scope, schedule, budget, and overall success of multiple projects. Resolve complex planning, design, and construction issues, disputes, and disagreements. Develop, assign, and monitor performance of Assistant Facility Development Managers, Design Managers, and Design professionals. Report on project budget, schedule, and issues; provide analysis to departmental, branch, and board representatives. Review status and overall progress of projects relative to submittal schedules; assess status, progress, and potential risks. Coordinate with utility and government agencies for timely action on project phases. Assist project teams with A/E contract, bid, and contract planning. Review and verify Design Professional contract scope, fees, and payment applications; perform fiscal management of multiple projects. Provide functional direction over project schedules, cost control, dispute resolution, contract administration, and quality control. Coordinate project activities with other district branches and departments such as Environmental Health and Safety, Design and A/E Technical Support, Project Execution, Facilities Contract Administration, Inspection Unit, Maintenance and Operations, Educational Service Centers, and site personnel. Develop and recommend internal policies and procedures. Perform other duties as assigned. Qualifications Ten (10) years of experience managing planning, design, construction, and coordination of capital projects. Experience scoping and planning new construction and/or modernization projects. Experience with LEED or Collaborative for High Performing Schools (CHPS) projects. Experience with major facilities development (CEQA, agency approvals, coordination with city and county agencies). Experience with both project delivery and procurement methods for public projects. Experience with community engagement processes and strong communication skills. Experience utilizing Building Information Modeling (BIM). Experience in Formal Construction Partnering. Bachelor’s degree in architecture, engineering, or construction management from a recognized university. Valid Certificate of Registration as an Architect by the California State Architectural Board or a Professional Engineer by the State Board for Professional Engineers and Land Surveyors. Valid Construction Manager (CCM) credential by the Construction Manager Certification Institute. LEED Professional Accreditation. Benefits Full benefits package.
