Manager, Recruitment, Compensation, and Development

Coast Community College District

About the District Coast Community College District (CCCD) is a public community college district serving Orange County, California. The district comprises Coastline Community College, Golden West College, and Orange Coast College. Position Summary Manager of Recruitment, Compensation and Development responsible for planning, developing, implementing, and overseeing the district’s human resources compensation and recruitment programs, serving as the district’s talent acquisition manager. Essential Duties and Responsibilities Compensation Services: Compiles and provides salary administration data, conducts internal equity and market analyses, recommends salary ranges and step placements, advises on compensation planning and budgeting, maintains industry trends knowledge, and provides guidance on base pay and special compensation. Classification Services: Conducts job classification studies, develops job analyses and descriptions, proposes policy changes, collaborates with external consultants, manages re‑classification processes, monitors policy effectiveness, maintains job description inventory, and develops communication strategies. Recruitment and Development: Directs district‑wide recruitment processes, serves as talent acquisition manager, develops applicant pools, creates recruiting and onboarding programs, provides workshops on hiring skills, promotes the district as an employer of choice, assists with succession planning, and coordinates professional development activities. Position Control: Maintains position control system, records personnel changes, supports position attributes, and performs related duties. Performs other duties assigned to support overall objectives. Qualifications Education: Bachelor’s degree in public administration, human resources, business administration, or related field (Master’s preferred) and five years of professional HR experience, including one year in a lead or supervisory role. Knowledge & Skills: Advanced knowledge of compensation, job classification, and organizational design. Experience in employee development, succession planning, recruitment, and salary administration. Understanding of federal, state, and local HR laws, regulations, and reporting requirements. Proficiency with HRIS and office productivity software. Strong oral and written communication skills. Human relations skills for team collaboration, stakeholder engagement, and training facilitation. Knowledge of job analysis, evaluation, and skills assessment techniques. Abilities: Analytical judgment for job analysis and classification. Confidentiality and persuasive communication across all organization levels. Influence and credibility building. Interpretation of collective bargaining agreements and regulatory provisions. Complex analysis and recommendation formulation. Strategic design and solution recommendations. Inclusive communication with diverse stakeholders. Physical Abilities: General duties are office‑based; reasonable accommodations provided as required by law. Desirable Qualifications: Experience using LinkedIn Recruiter, experience in a multi‑location college system. License & Certificates: Must obtain DOJ clearance for employee fingerprinting within six months; valid driver’s license may be required.
