Building Decarbonization Policy Manager

Job Description and Duties

We are looking for an Air Resources Supervisor I with a positive attitude and a high degree of initiative to lead the Emerging Strategies Section in the California Air Resources Board’s Sustainable Transportation and Communities Division (STCD). STCD uses multi-disciplinary teams to integrate data, research, planning, regulations, and incentives to foster zero-emission communities that provide a range of affordable housing and transportation options that drive electrification, reduce vehicle miles traveled, and meet community needs in a manner that promotes equity, access to opportunity, and community resiliency.

The Emerging Strategies Section leads policy development and implementation to reduce GHG emissions from building operations, such as through the Clean Space and Water Heater Standards (CSWHS) as committed to in California’s 2022 Strategy for the State Implementation Plan. The section is responsible for policy analysis and design, regulatory development and implementation, preparing regulatory documents and related reports and presentations, engaging with and incorporating feedback from interested parties and the public, and collaborating with public agencies and others on complementary building decarbonization policies. Equity considerations are integrated throughout this work to ensure that policy design, engagement processes, and implementation approaches are accessible, inclusive, and responsive to community needs.

The selected candidate will supervise and mentor five staff and oversee the effective and timely completion of projects. This includes setting clear expectations, maintaining strong communication practices, guiding staff in the preparation of reports, presentations, speeches, and other technical and policy materials requiring a broad understanting of Board-wide programs; forming and maintaining effective working relationships with stakeholders and public agencies at all levels of government; and facilitating meetings and collaborative discussions.

As manager of the Emerging Strategies Section, the selected candidate will perform supervisory and administrative activities including hiring, evaluating, and training staff, assigning work with clear deadlines and ensuring a balanced workload among staff; responding to public inquiries, reviewing reports and contracts, giving presentations related to section issues; and carrying out other duties needed to support the branch's mission and work.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated experience with policy design and analysis, and regulatory development and implementation.

• Knowledge of and experience with building decarbonization, including space heaters, water heaters, heat pump systems, induction cooktops, and other appliances, as well as an understanding of the roles that policy, technology, infrastructure, cost, and human behavior play.

• Knowledge of and experience with building decarbonization policies and programs, such as appliance emission standards, incentives, utility rate design, building standards, consumer awareness, and workforce development.

• Ability and experience working collaboratively within and across public agencies and government, industry, environmental justice advocates, environmental organizations, community leaders, academia, and other stakeholders to ensure that work products are targeted and effective.

• Knowledge of and experience with public engagement best practices, including designing and facilitating accessible and inclusive engagement processes, developing clear and culturally appropriate outreach materials, and meaningfully incorporating feedback from diverse interested parties into policy development and implementation.

• Ability to supervise and mentor staff, including setting clear priorities, providing constructive feedback, supporting professional growth, fostering an inclusive and collaborative team culture, and using tact and good judgment when interacting with technical staff, management, and external partners.

• Knowledge of and experience with planning and managing complex projects, including developing and maintaining timelines and work plans, coordinating multidisciplinary teams, managing resources effectively, leading projects under tight deadlines, anticipating and addressing challenges, and developing creative and practical solutions to problems.

• Knowledge about the equity and social justice implications of building decarbonization, including understanding how policy design and program implementation can affect communities differently. The strongest candidates will have experience addressing these inequities and designing policies that expand access to clean, healthy, affordable technologies.

• Ability to communicate persuasively in both written and verbal formats, including public presentations. Demonstrated experience reviewing and providing constructive feedback on staff’s written documents and presentations to ensure accuracy, clarity, and alignment with program goals.

• Ensuring documents are well organized, logically structured, appropriate for the audience, and consistent with CARB's communication and style guidelines. Ability to translate complex technical and regulatory topics into directly, concise, and accessible language is essenti al.
