Care’s mission is to provide access to quality health care for Los Angeles County's vulnerable and low‑income communities and residents and to support the safety net required to achieve that purpose. Job Summary The Community Health Program Manager III leads Community Health programs designed to improve managed care performance and the health of vulnerable L.A. Care members. The Program Manager III oversees multiple complex programs, designs and manages implementation, operations, and evaluation of strategic programs or functions, and ensures initiatives align with department goals. The role also builds and maintains relationships with internal and external stakeholders, facilitating joint decision‑making and successful project implementation. Duties Develop program goals and objectives and ensure team members have resources needed to meet them. Align program goals with organizational strategy, define and maintain standards for program management within the department, and establish metrics, quality standards, and documentation for consistent project execution. Manage internal and external meetings, develop agendas and objectives, propose solutions to mitigate project delays, and steer projects positively. Oversee development and implementation of annual work plans, ensuring timely and high‑quality reviews and submissions. Provide strategic direction to program start‑up and closeout activities, refining management tools, resources, and processes. Engage internal and external stakeholders to jointly problem‑solve complex member and provider issues and foster collaboration to improve quality of care and reduce costs. Maintain strong relationships with stakeholders, manage and troubleshoot cross‑functional team relations, financial and regulatory compliance, reporting, and documentation. Recommend strategic business development initiatives, identify and pursue new opportunities, and provide technical assistance for full‑cycle program development. Participate in L.A. Care committee and management meetings on behalf of the Housing Initiatives Unit as required and design communication delivery to staff and management to establish program goals and strategies. Apply subject matter expertise to evaluate business operations, identify areas for technical solutions, consult across operations, mentor junior staff, and lead training and process improvement initiatives. Perform other duties as assigned. Education Required Bachelor’s Degree in Public Health or a related field. In lieu of degree, equivalent education and/or experience may be considered. Education Preferred Master’s Degree in Public Health or a related field. Experience Required: At least 5 years of strong program management experience with large and complex programs in healthcare or related fields. Experience performing problem solving, policy, and/or program implementation. Experience overseeing program/project teams. Experience building relationships with organizations and business partners. Skills Required: Demonstrated critical thinking, problem solving, and project planning and implementation skills. Demonstrated strong writing and communication skills. Demonstrated ability to synthesize and analyze qualitative and/or quantitative data. Knowledge of health care operations or health care systems. Strong ability to build relationship management with a diverse set of partners. Ability to convey complex information, listen actively, and negotiate effectively. Strong strategic thinking skills. Ability to identify and analyze issues and devise effective solutions. Demonstrated ability to stay open to change and continue learning. Understanding of wider objectives of programs, such as business and strategic goals. Strong knowledge of budgeting and resource allocation procedures.
