Workforce Management Specialist

Summary About the Position: Serve as staff advisor reporting to the Mission Support Chief, USACE, Office of the CIO/G-6, Office of the Chief Information Officer (OCIO) on matters relating to civilian workforce management. Act as the liaison with the Civilian Personnel Advisory Center (CPAC), and USACE, Office of the CIO/G-6 to assist management in the effective utilization of workforce resources. Responsibilities Keep abreast of and advise the USACE, Office of the CIO/G-6 staff of changes affecting these functional areas. Perform on-going analysis of workforce resources support as they relate to performance and effectiveness. Use production tools and reports to track the status of action and assist managers in competing actions in a timely manner. Assess organization needs and identify opportunities to maximize capabilities and achieve organizational goals. Monitor, and track all requests for personnel actions (Recruit Personnel Actions) for the activity. Participate in and coordinate with diverse workforce teams to include other army organizations to who USACE, Office of the CIO/G-6 supplies matrix personnel. Serve as the principal advisor for assigned areas of responsibility, preventing and/or resolving problems and providing associated advice and information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience which includes 1) Reviewing personnel programs such as, position description development, position management, classification and employee relations; AND 2) Streamlining personnel processes to improve efficiency of business operations . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes: 1) Performing analysis of civilian workforce for organization with mission in civilian work/military construction projects OR natural resources projects; AND 2) Provide recommendations to resolve complex personnel transactions in staffing, and classification functions AND at least one of following functions; employee relations/labor relations, or equal employment opportunity/employee development. NOTE: This experience MUST be well documented on your resume or application package). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-11. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
