Position Summary

The Cybersecurity Lead / Information Assurance Manager provides senior-level leadership for enterprise information assurance, cybersecurity engineering, security compliance, and Certification and Accreditation (C&A) activities. The position establishes system-wide security requirements based on user, policy, regulatory, mission, and resource requirements and provides technical leadership to cybersecurity and IA personnel.

The incumbent works closely with Government cybersecurity personnel to develop and implement cybersecurity policies, doctrine, controls, and technical solutions while ensuring systems remain compliant with applicable security requirements.

• Establish and implement system-wide information security and cybersecurity requirements.

• Support Government cybersecurity personnel in developing and implementing cybersecurity/IA doctrine, policies, procedures, and technical standards.

• Provide technical leadership, mentoring, and guidance to cybersecurity and IA personnel.

• Lead the development, implementation, and assessment of cybersecurity solutions.

• Ensure compliance of Certification and Accreditation (C&A) / RMF packages and supporting documentation.

• Verify and validate that required patches, security updates, configuration changes, and security controls are implemented and tested.

• Review system engineering documentation, CONOPS, installation plans, configuration specifications, and related technical documentation to identify security requirements and concerns.

• Apply information systems security engineering principles, security services, security mechanisms, and threat mitigation strategies.

• Support vulnerability management, security monitoring, incident response, and continuous monitoring activities.

• Apply lessons learned from attack scenarios and cybersecurity incidents to improve system security.

• Provide guidance on public-key infrastructure (PKI) and public-key-based technologies.

• Coordinate cybersecurity activities with Government personnel, contractors, system engineers, network personnel, and other stakeholders.

• Maintain cybersecurity documentation and support audits, assessments, inspections, and compliance activities.

• Provide technical direction and mentorship to junior cybersecurity/IA personnel.

• Minimum 10 years of progressive experience in Information Systems Security Engineering (ISSE).

• Minimum 3 years of supervisory and management experience.

• Must be a Fully Qualified Level Navy Validator, with qualifications identified in OPNAVINST 5239.

• Strong background in:

  • Information systems security engineering

  • Security services and mechanisms

  • Threat mitigation

  • Vulnerability management

  • Security architecture

  • Cybersecurity risk management

  • C&A / RMF processes

• Experience supporting Certification and Accreditation activities for IT systems.

• Experience with one or more of the following:

  • HBSS

  • McAfee

  • Cisco SourceFire

  • SolarWinds

  • NitroSecurity

• Demonstrated experience with public-key-based technologies and applications.

• Must meet applicable DoD 8570.01-M IAT III requirements.

• CISSP certification preferred.

• Must be eligible for and adjudicated for TS/SCI clearance at contract start.
