Treasurer Financial Counselor

For more information about Oakland County benefits and employee perks, see General Summary Location: On site in Pontiac, MI. Compensation: $70,603.26 - $94,595 Annually. This is a UAW Union position. Minimum Qualifications Master’s degree in Finance, Business Administration, Public Administration, Social Work, Behavioral Sciences, or a closely related field with at least two (2) years of full‑time experience in financial counseling, housing counseling, program administration, community outreach, or a related service. Bachelor’s degree in the same fields with at least four (4) years of full‑time experience in those areas. What You’ll Do Coordinate, implement, and evaluate financial empowerment and counseling programs. Provide direct financial counseling and support to residents and business owners. Assist clients with budgeting, debt reduction, credit improvement, foreclosure prevention, and delinquent property tax resolution. Collaborate with Treasury’s Office divisions, community agencies, and partner organizations to connect residents with resources and support services. Monitor program performance, maintain program data, and evaluate service delivery effectiveness. Recommend program policies, procedures, and process improvements. Research and identify grant funding opportunities to support program initiatives. Prepare reports and maintain accurate records using County systems and software. Essential Job Functions Plan, direct, coordinate, and evaluate a financial counseling program with preventive and intervention services in office settings, community locations, or virtual platforms. Provide direct, one‑on‑one financial counseling services, including assessment of income, expenses, debt, credit, and financial goals. Develop and monitor individualized financial action plans. Collect and analyze data for program evaluation, service delivery, and client outcomes. Conduct qualitative and quantitative evaluations of program activities to determine effectiveness and efficiency. Coordinate financial empowerment services with other divisions and units within the Treasurer’s Office. Make recommendations for changes in policies, procedures, and program directives to supervision. Assist residents facing mortgage or tax foreclosure by explaining available programs, payment plans, and timelines, and coordinating with internal staff and external partners. Coordinate program services with financial institutions, housing agencies, legal aid organizations, and other community service providers at local, state or federal levels. Assist in developing and delivering financial education workshops and materials on budgeting, credit, debt management, and homeownership. Help design and carry out special pilot or research projects as indicated by community financial needs or new financial counseling practices and technologies. Implement and maintain detailed client service records and program data as required by department, state agencies, or funding entities. Respond to urgent client financial crises, including imminent foreclosure situations. Participate in planning program budgets, prepare reports, grant applications, and program documentation. Track program performance metrics and outcomes for reporting purposes. Assist with planning and managing Smart Finance Academy events, webinars, and newsletters. Conduct taxpayer assistance meetings to aid with tax foreclosure prevention. Working Conditions The work is performed in both office and community settings, including public service locations. Employees may be exposed to individuals experiencing financial distress who could become emotional or confrontational. Travel to other locations may be required. Additional Desirable Qualifications Ability to develop and maintain effective working relationships with employees, representatives of other agencies, and the public. Experience with individuals experiencing financial stress and de-escalating sensitive situations. Understanding and explanation of property tax timelines, foreclosure processes, and financial assistance programs. Planning and implementing ongoing program evaluation activities. Developing and utilizing educational programs and materials. Preparing and presenting technical written and oral reports. Using mature judgment and initiative in analyzing problems and recommending solutions. Managing client caseloads and scheduling service delivery effectively. Knowledge of personal finance topics including budgeting, credit, debt management, and banking systems. Application of modern practices and techniques to program data collection and utilization. Reasonable knowledge of program administration in financial counseling, housing stability, or community services. Familiarity with current word processing, spreadsheet, database, e‑mail, and Internet software.
