Minimum Qualifications High school graduate or GED certificate. One (1) year of full‑time bookkeeping or related clerical work with basic accounting or utility billing experience. Earned one (1) year of college coursework in business including at least two accounting classes (optional substitute for experience). What You’ll Do Process payments, post receipts, and maintain accurate financial and account records. Prepare bank deposits, reconcile statements, and assist with financial reporting. Post journal entries and maintain general and subsidiary accounts. Prepare billing notices, review accounts, and assist with payment arrangements when needed. Respond to customer and client account inquiries by phone and in person. Review and process invoices to ensure accuracy and compliance with procedures. Maintain organized financial records, reports, and documentation. Use County financial systems and software to support daily accounting operations. Additional Desirable Qualifications Completion of an accounting or bookkeeping course covering basic practices. Reasonable knowledge of modern office practices, record‑keeping management, and operations. Ability to follow oral and written instructions. Ability to perform standardized computations and use personal computer applications. Ability to make routine decisions in accordance with departmental policies. Familiarity with current word processing, spreadsheet, database, e‑mail, and internet software. Essential Job Functions Post standard and general journal entries; prepare periodic financial reports for less complex accounts. Prepare bank deposit statements and daily reports; make deposits to ensure accurate records. Reconcile monthly bank statements with disbursement records and vouchers. Send billings and routine invoices; credit amounts received to established controls. Demonstrate proficiency with the computer system for account information posting. Respond to client account inquiries following department policy. Prepare and send billing notices, collect payments, and post receipts for various fees. Communicate by phone with agencies to determine client information and correct billing errors. Prepare receipts and simple disbursement vouchers, authorizing payment for operating accounts. Post to general and subsidiary accounts for accurate transaction records. Distribute costs to operating accounts, including payroll, as required. Review routine invoices for proper billing and assist in processing invoices for intra‑governmental funds. Make standard and general journal entries for moderately complex funds. Review, certify, index, and file departmental documents, reports, and records. Utilize Countywide and department‑specific software to complete assignments. Supervision Exercised May assist in orientation and training of less experienced clerical employees. Essential Mental & Physical Requirements Ability to communicate accurately and convey information.
