Job Title: Senior Payroll Specialist
Location: Santa Ana, CA (Hybrid: Monday and Friday remote; Tuesday through Thursday on-site)
Pay Range: $37/HR-$40/HR (Based on Experience & Qualifications)

Role Overview:

Brilliant Financial Staffing is seeking a Senior Payroll Specialist for a growing organization specializing in traffic management and infrastructure safety services. This is a contract opportunity for approximately 5 months, with potential for extension. The Senior Payroll Specialist will manage prevailing wage compliance, prepare and submit certified payroll reports, and ensure accurate payroll reporting across multiple states. The ideal candidate will have hands-on experience with LCPtracker and certified payroll within the construction industry.

Senior Payroll Specialist Responsibilities:

• Research and apply federal Davis-Bacon, state, local, union, and project-specific prevailing wage requirements.
• Review wage determinations, employee classifications, base rates, fringe benefits, and overtime rules.
• Prepare, review, reconcile, and submit certified payroll reports, including WH-347 and electronic submissions through LCPtracker.
• Validate employee classifications, hours worked, wage rates, deductions, and project coding before submission.
• Reconcile certified payroll data with payroll and timekeeping systems and resolve discrepancies.
• Monitor wage-rate changes, reporting deadlines, rejected submissions, and compliance requirements.
• Support payroll audits, investigations, restitution calculations, and corrected payroll submissions.
• Partner with Payroll, Operations, Project Management, Finance, HR, and Compliance to resolve prevailing wage issues.
• Maintain accurate, audit-ready documentation and escalate complex compliance questions as needed.

Senior Payroll Specialist Qualifications:

• Previous experience as a Certified Payroll Specialist is required.
• Hands-on experience with LCPtracker is required.
• Knowledge of Davis-Bacon requirements, prevailing wage regulations, and certified payroll reporting.
• Experience supporting multi-state payroll operations, preferably within the construction industry.
• Strong communication, analytical, and problem-solving skills.
• Ability to thrive in a fast-paced environment and manage multiple deadlines.
• UKG payroll software experience is preferred.
