Director, Financial Crime Execution and Transformation Oversight

Stakeholder Management and Leadership The role holder will be required to form and maintain strong relationships with the BBDE ExCo and USCB leadership team, the Head of Financial Crime Business Oversight Compliance for BBDE, Head of Operational Rigor and Barclays service company leadership and others, primarily at a Managing Director and Director level. The role holder will need the skills to educate business stakeholders as to the importance of financial crime risk management and support them in their roles that enable this; they will need to influence and educate other stakeholders as to the needs of USCB and its customers; and they will need to provide support, advice and oversight to operational stakeholders and service providers, including significant operational teams. Negotiation and an ability to explain complex subjects clearly will be paramount. The individual will provide leadership across several execution teams working closely with AML Operations, Fraud, KYC, Payments and Onboarding Operations areas. Decision-making and Problem Solving The individual will need to demonstrate a well-developed ability to exercise judgement and the analytical skills necessary to take complex and critical decisions. A key element will be taking risk-based decisions that effectively balance financial crime risks and protecting society from crime, against wider business objectives and customer experience. This will require sound judgement, an ability and willingness to seek and reflect on the views of others, and an ability to take well-reasoned decisions that can be defended to our regulators. Purpose of the role The US Consumer Bank (USCB) Director, Financial Crime Oversight is responsible for ensuring that Barclays Bank Delaware effectively manages its financial crime risks, covering money laundering, terrorist financing, sanctions and bribery and corruption, in line with the BBDE Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) and Sanctions Compliance Program and related Barclays Group Financial Crime policies. In doing so the role holder protects the Bank, its customers and its employees, as well as society at large, from the negative effects of financial crime. Accountabilities Ensure the bank achieves compliance with all Financial Crime regulations, policies and standards, and manages Financial Crime within stated risk appetite, through Overseeing the E2E processes that are primarily designed to manage financial crime risk or comply with financial crime regulations, policies and standards; Acting as 1st line oversight representative for regulatory engagements on matters relating to financial crime Collaborating with others to deliver effective risk management and compliance in related processes (e.g. customer on-boarding, suspicious activity monitoring and reporting, screening, customer due diligence and enhanced due diligence, etc.) in a fashion that also supports the business’s wider strategy Ensuring ABC controls are operating effectively across the organization Oversee Operational execution of financial crime activity and ensure effective controls testing is in place. Ensure Intra-group Agreements and Service appendices for financial crime execution are fit for purpose and support adherence to financial crime policies Hold delegated authority from the first line of defense Responsible Executive for financial crime compliance and risk management Work with second line of defense functions (primarily BBDE Bank Secrecy Officer (BSA) Officer) to influence and shape the bank’s policies and standards in a manner that reflects and is relevant to US Consumer Bank customers and partners Responsible for working with all teams involved to ensure that the bank achieves satisfactory outcomes in related risk assessments, assurance reviews and audits, identifying and resolving issues that may preclude this and responding appropriately to assessments that do not meet this target Monitor, ensure accuracy and respond to Key Risk Indicators to identify areas of concern, define and deliver (directly and indirectly) suitable responses that will return and maintain these indicators within appetite. Responsible for providing inputs and other management information to support risk and control reporting to USCB management and the BBDE Board. Work proactively with leaders across the bank, second line of defense, Chief Controls Office, Barclays service companies and the wider organization to support delivery of mutual objectives, contributing to the effective implementation of agreed Business Plans Provide oversight of the Financial Crime transformation portfolio, including strategic initiatives, regulatory remediation, technology delivery and business readiness. Monitor and challenge delivery milestones, risks, dependencies, financial performance, resource requirements and benefits realization to ensure alignment with Financial Crime priorities and risk appetite. Represent Financial Crime in relevant transformation governance and support the prioritization of investment required to strengthen the control environment. Director Expectations To manage a business function, providing significant input to function wide strategic initiatives. Contribute to and influence policy and procedures for the function and plan, manage and consult on multiple complex and critical strategic projects, which may be business wide.. Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence. Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate. Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives. Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives. Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations. Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area. Negotiate with and influence stakeholders at a senior level both internally and externally. Act as principal contact point for key clients and counterparts in other functions/ businesses divisions. Mandated as a spokesperson for the function and business division.
