Employment Status Full Time Pay Range $75,000.00 - $80,000.00 Annual Location Located in the towns of Chandler & Sun Lakes, Arizona. Position Overview The HOA Operations Manager leads the team that creates the first impression for guests entering the community and maintains its aesthetic beauty by working with the ALC Committee, issuing permits, enforcing Covenants, Conditions and Restrictions, Architectural/Landscape Guidelines, Rules and Regulations, and other governing documents. Key Responsibilities Communicate the core values and mission of BlueStar Resort & Golf (BSGR) to support the achievement of company goals. Work with the Director of Finance, Director of Community Services, and General Manager to prepare and execute the annual departmental budget. Collaborate with Association department heads to develop long‑ and short‑term plans to ensure continued safety of Association members, guests, and vendors. Act as Association liaison for local law‑enforcement authorities. Maintain gate host team schedules, training manual, and information logs. Coordinate with patrol officers to ensure the safety of members, guests, and vendors. Maintain accuracy of the HOA and Tops [One] software system, ensuring all new information is entered immediately and providing training to the team. Ensure accuracy of all Architectural/Landscape guidelines, rules, regulations, and other governing documents, providing input during committee meetings. Develop educational programs, notices, and postings for homeowners via websites, e‑mail, or newsletters to promote standards compliance. Work closely with the ALD Administrative Assistant to keep the Homeowner database current, functional, and secure. Assist with the Architectural/Landscape Department financial budget. Collaborate with the Director of Facilities on mechanical issues related to community access points. Provide weekly updates to the Director of Community Services on active ALC permits and/or HOA violations. Meet with homeowners and contractors to resolve questions, inquiries, and conflicts. Ensure complete Association compliance and work with the ALC Chairperson. Recruit, hire, train, coach, supervise, guide, evaluate, and discipline staff while cultivating a positive team environment. Maintain accurate timekeeping records of all staff for payroll processing. Coordinate the resale disclosure process. Perform other duties and responsibilities as assigned. Two to three years of homeowners’ association management experience required. Four to five years of related experience in management, decision‑making, marketing, or marketing communication. Basic knowledge of local plants and landscape materials helpful. Computer‑literate with working knowledge of Microsoft Office and Tops [One] software. Strong analytical, organizational, interpersonal, and communication skills; excellent negotiation and customer service abilities. Demonstrated initiative, problem‑solving, and sound judgment. Comfortable working in a fast‑paced environment with continuous improvement expectations. Flexible schedule to include evenings, weekends, and possible travel. Valid driver’s license required. Work Environment The position operates in both indoor and outdoor settings, exposing employees to weather conditions, routine office equipment, and occasional native wildlife. Noise is usually moderate. Physical Demands Regular duties include seeing, hearing, speaking, standing, walking, using hands, lifting up to 20 pounds, and occasional extended periods of activity.
