Senior Financial Analyst - Pediatrics - 140891

DESCRIPTION

This position will work a hybrid schedule which includes a combination of working both onsite at Campus and remote. The Department of Pediatrics is one of the largest departments within the School of Medicine with approximately 250 Faculty, 127 postdoctoral fellows (both MDs and PhDs) along with over 320 support staff (not including hospital staff). In addition, the Department has 68 clinical residents distributed across the Divisions. The missions of research, education and patient care are intertwined, and are integral to the goals of the department. The Department manages a university-affiliated children's health system with the physicians and leadership of the University of California, San Diego (UCSD), Rady Children's Hospital, and Rady Children's Specialists of San Diego, a Medical Practice Foundation, unifying pediatric patient care, research, education and community service programs. The Senior Financial Analyst serves as a key member of the department's Business Office, working in a high-volume and fast-paced environment with changing priorities requiring tact, political acumen, diplomacy, and discretion, across a wide variety of complex and sensitive matters. This position is critical in supporting development of department financial plans and analysis of variances and performance results in support of the Pediatrics academic, clinical, research, and teaching missions. The incumbent performs responsible and complex administrative analysis in all matters related to the faculty salary budgeting process and fiscal controls, including but not limited to: preparing reports, auditing transactions, submitting and reconciling invoices, and resolving discrepancies. Incumbent will manage the faculty salary process from beginning to end for approximately 250 faculty in the Department of Pediatrics. Serve as department expert on faculty salary issues providing consultative services and acting as liaison between the Academic Resource Center and Department Business Office, faculty, payroll, division staff, and other internal/external offices. Actively participate in the faculty salary negotiation process, gathering and analyzing data, preparing reports, and making recommendations to Administrative Vice Chair and Chair. Perform ad hoc reporting to analyze and support decision making for use of funds. Independently review funding sources, perform leave reporting and all other items/issues related to faculty compensation. Develop timelines and ensure implementation of all faculty salary processes through the fiscal year. Manage work flow and deadlines. Perform short and long term planning, policy and program development, workflow assessment, and make recommendations to improve business processes and efficiency. The senior financial analyst will also assist in the financial reporting for two UCSD clinics and liaison with physician leadership as needed. Incumbent uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department. The incumbent will have contact with sponsored research fund managers and Rady Children's Hospital. The Senior Financial Analyst may work on ad hoc projects as requested. The senior analyst will utilize advanced Excel and/or database skills to manage large amounts of data and will have working knowledge of ERP systems. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Seven (7) years of related experience, education/training, OR a Bachelor's degree in related area *plus* three years of related experience/training. Thorough knowledge of finance policies, practices, and systems. Ability to independently gather required information to organize, and perform financial analysis assignments. Must have the ability to identify issues; analyze data; develop, recommend, and implement, solutions; and convert data to actionable information and recommendations. Proven ability to effectively present information verbally and in writing in a clear and concise manner. Must be able to articulate and speak well and in lay terms to audiences that do not have a finance and accounting orientation. Demonstrated experience in developing reports, graphs and charts used to explain financial issues to a broad audience Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Advanced experience with Microsoft Excel and ability to synthesize large amounts of data. Database skills preferred. Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Exceptional interpersonal and collaborative skills and ability to establish strong rapport and partnerships at all levels of the organization. Self-directed and able to work well and communicate effectively in a team environment. Hands on and able to work with minimal supervision. Ability to adapt to changing priorities. Strong initiative and ability to work and appropriately prioritize independently in a dynamic environment. Demonstrated ability to prioritize and organize job responsibilities in an environment of high-volume workload, competing deadlines, changing priorities, and frequent interruptions. Ability to function as a member of a team. Acts as a positive and contributing team player with strong professional commitment. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Analytical background as it pertains to identifying and effectively explaining financial drivers to finance and business leaders. Strong demonstrated ability to collect and summarize data, research and evaluate options, and recommend and implement innovative solutions, as well as evaluate results. Ability to maintain confidentiality and handle sensitive matters appropriately. Demonstrated experience in developing and successfully managing budgets including identifying variances and developing and implementing corrections to avoid or reverse deficit conditions. Working knowledge of finance policies, practices, and systems. Includes Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), OMB A-21, University regulations, and guidelines of the Institute of Internal Auditors. Experience and proficiency with enterprise resource planning (ERP) systems, such as Oracle Demonstrated ability to work independently. Ability to follow through and complete projects with minimal direction. Demonstrated ability to develop innovative departmental information systems to manage information and improve efficiency, as well as to interface with university homegrown and web-based management systems. Demonstrated experience in understanding funding and salary data related to personnel, in particular academic appointees and faculty. Demonstrated ability to work under continuous pressure with constant interruptions. Demonstrated keen critical and innovative thinking skills. Ability to provide leadership in addressing highly complex and sensitive issues.

PREFERRED QUALIFICATIONS

Six or more years of experience. Demonstrated detailed understanding of UC or UCSD Health Sciences / SOM faculty compensation components, policy, and practice. Demonstrated experience in all aspects of faculty salary administration to include salary scale structure, faculty salary components, benefits, compensation, and payroll administration for all levels of academic personnel. Demonstrated experience with UCPath and Oracle Financial Cloud.
