Overview Unemployment Insurance Referees are assigned to either the Hearings Section or the Appeals Section. In the Hearings Section they conduct hearings, evaluate factual information, and render written decisions in accordance with the New York State Unemployment Insurance Law, related statutes, and special federal programs for claimants or employers appealing initial determinations. In the Appeals Section they review and analyze records and files for cases on appeal, prepare case summaries, and author appeal decisions for the Board. Start Date September 24th, 2026. Qualifications Minimum Qualifications – Please note that this position has a start date of September 24th, 2026. NY HELPS Non-Competitive Minimum Qualifications Assistant Attorney 2 – (SG 20) Admission to NYS Bar. Assistant Unemployment Insurance Referee (SG 22) – 12 months as an Assistant Attorney 2, or admission to the NYS Bar and 12 months of subsequent satisfactory legal experience in the trial of issues in courts of record or in quasi‑judicial proceedings before a governmental department or agency. Unemployment Insurance Referee – (SG 25) – 12 months as an Assistant Unemployment Insurance Referee/Assistant Unemployment Insurance Referee (Spanish Language) or admission to the NYS Bar and 24 months of subsequent satisfactory legal experience in the trial of issues in courts of record or in quasi‑judicial proceedings before a governmental department or agency. Competitive Minimum Qualifications – Admission to the New York State Bar and current registration to practice law in New York State are required for continued employment. Disbarment or loss of registration will result in termination or suspension. Reassignment Qualifications – Current NYL D O L employees only, with at least one year of permanent, contingent‑permanent, or 55 b/c service as an Unemployment Insurance Referee. Employees with less than one year of permanent competitive service are eligible for reassignment to another geographic location if reachable for appointment. Transfer Qualifications – One year of permanent competitive service in a title allocated to a Grade 23 or above and designated “Administrative” under Section 52.6 of the Civil Service Law, plus a law degree from an accredited college or university and evidence of current registration to practice law in New York State. Preferred Qualifications – Ability to initiate and maintain relationships across a diverse set of stakeholders. Additional Requirements Employment is contingent upon maintaining a valid work authorization and necessary documentation to work legally in the United States. Candidates must also have the willingness to work occasional evenings or out‑stationed assignments as required.
