Employee Relations Analyst

Class Purpose This is a confidential position. Confidential employees arenot represented by Collective Bargaining Agreements. Under general direction, provides professional-level support in theadministration of employee relations, performance management,discipline, and complaint resolution. The Analyst serves as a keyresource to administrators, supervisors, and employees onemployment laws, district policies, collective bargainingagreements, and best practices related to employee conduct andworkplace investigations. Examples of Duties Advise managers and supervisors on employee relations matters,including performance management, progressive discipline,attendance issues, and corrective action. Assist in developing performance improvement plans andmonitoring follow-up actions. Conduct or assist with workplace investigations related toemployee misconduct, discrimination, harassment, retaliation, andother alleged policy violations, in compliance with applicable lawsand district policies and procedures. Prepare investigative plans, interview witnesses, analyzeevidence, and draft comprehensive investigation reports withfindings and recommendations. Interpret and apply collective bargaining agreements (CBAs),district policies, administrative procedures, and employmentlaws. Assist with grievance administration, including tracking,documentation, and preparation of responses. Support labor and employee relations activities by preparingdata, summaries, and reports for negotiations or grievancemeetings. Provide support to the District’s Equal Employment Opportunity(EEO) function, including compiling, analyzing, and maintainingworkforce demographic and employment data. coordinating datacollection and validation for the District’s Annual EEOReport. Research and analyze changes in federal and Californiaemployment laws. Assist with the development, revision, and implementation of HRpolicies and administrative procedures related to employee conductand discipline. Support compliance with California Community CollegesChancellor’sOffice regulations and district accreditationstandards. Provide guidance and training to supervisors and managers onemployee relations best practices, Job Description: EmployeeRelations Analyst documentation standards, and legalcompliance. Participate in district-wide initiatives related to equity,inclusion, and respectful workplace practices. Maintain confidential employee relations and investigationfiles in compliance with California records retentionrequirements. Perform related duties and responsibilities as assigned. Minimum Qualifications Bachelor’s degree in Human Resources, Labor Relations, Public Administration, Business Administration, or a related field. Three (3) years of progressively responsible experience inemployee relations, human resources, labor relations, or workplace investigations. Demonstrated cultural competency, sensitivity to andunderstanding of the diverse academic, socioeconomic, cultural,disability, and ethnic backgrounds of community college staff,faculty, and students. DESIRABLE QUALIFICATIONS Experience in a public-sector or educational environment. Knowledge of: California and federal employment laws and regulationsapplicable to public-sector employers. Employee relations principles, performance management, andprogressive discipline. Collective bargaining environments within California publiceducation. Workplace investigation methods and documentationstandards. California Community College governance and Title 5regulations. Skills and Ability to: Analyze complex employee relations issues and exercise soundjudgment. Communicate clearly and professionally, both orally and inwriting. Maintain confidentiality and handle sensitive matters withdiscretion. Develop and maintain effective working relationships involvinginteractions and communications personally, by phone and in writingwith a variety of individuals and/or groups from diversebackgrounds. Work effectively under pressure on a variety of tasksconcurrently while meeting established deadlines and changingpriorities. Manage multiple priorities and meet deadlines in a fast-pacedenvironment.
