Job Description:

Position Summary

Baker Tilly's Public and Nonprofit Consulting practice supports public sector organizations across the country through a broad range of advisory services, including organizational performance, workforce strategy, fiscal sustainability, utility consulting, operational improvement, and strategic planning. As demand for these services continues to grow, Public and Nonprofit Consulting is seeking a Senior Proposal Development Specialist to support the development of high-quality, compliant, and compelling pursuit materials that communicate the practice's experience, capabilities, and value to prospective clients.

The Senior Public Sector Pursuit Coordinator will play a central role in the proposal development process for Public and Nonprofit Consulting, partnering with subject matter experts, project managers, practice leaders, and business development professionals to develop persuasive client-facing content for competitive procurement and manage select client onboarding and offboarding activities. This individual will lead proposal writing efforts, coordinate response development activities, ensure compliance with solicitation requirements, and maintain the content and knowledge resources that support successful pursuits across the practice.

The ideal candidate is an exceptional writer and editor with strong project management skills, an ability to synthesize complex information quickly, and experience developing winning proposals in consulting, professional services, government contracting, or similar environments. The successful candidate will improve proposal quality, consistency, and efficiency while helping Public and Nonprofit Consulting effectively communicate its expertise and differentiators in a highly competitive marketplace.

Responsibilities

Proposal Development

• Lead the development, writing, editing, and refinement of proposals, qualifications, statements of interest, and other pursuit-related materials.

• Review and analyze RFPs, RFQs, RFIs, and other solicitation documents to identify requirements, evaluation criteria, and response strategies.

• Develop compelling, client-focused narratives that clearly communicate Public and Nonprofit Consulting's qualifications, approach, experience, and value.

• Coordinate proposal development activities from kickoff through final submission.

• Ensure completed responses are compliant, accurate, well organized, and delivered on schedule.

• Support development of executive summaries, project approaches, management plans, staff qualifications, project descriptions, and case studies for Public and Nonprofit Consulting pursuits.

Content Strategy & Writing

• Translate technical and consulting subject matter into clear, concise, and persuasive content.

• Interview technical professionals and subject matter experts to gather information and develop proposal content.

• Edit and refine content provided by multiple contributors to ensure consistency in voice, messaging, and quality.

• Apply strong editorial judgment to improve clarity, readability, and client focus across all deliverables.

• Support development of graphics concepts, callouts, and content enhancements that strengthen proposal effectiveness.

Proposal Operations & Knowledge Management

• Maintain and enhance proposal content libraries, project descriptions, staff qualifications, resumes, and other reusable pursuit materials used across Public and Nonprofit Consulting.

• Identify opportunities to improve proposal quality, efficiency, and consistency through better content management and standardization.

• Coordinate reviews, compliance checks, and production activities throughout the proposal lifecycle.

• Track proposal schedules, deliverables, and contributor assignments to ensure deadlines are met.

• Support the development and maintenance of repeatable content, templates, and best practices that improve pursuit efficiency and quality.

Pursuit Support

• Assist teams in preparing interviews, finalist presentations, qualifications packages, and other client-facing materials.

• Support pursuit planning activities by helping teams align messaging, differentiators, and response strategies with client priorities.

• Contribute to continuous improvement initiatives related to proposal development processes, tools, and technologies.

• Help implement AI-enabled content development and knowledge management solutions that improve proposal effectiveness and efficiency.

Client Deliverables

• Assist teams in developing visually appealing and professionally written client deliverables through editorial and formatting support.

• Work with project delivery teams to document project outcomes through case studies and references to be used in future proposals.

Qualifications

Required

• Bachelor's degree in communications, journalism, English, marketing, public administration, business administration, or a related field.

• Three or more years of experience developing proposals, qualifications, technical responses, grant applications, or similar client-facing deliverables.

• Outstanding writing, editing, proofreading, and content development skills.

• Experience interpreting and responding to RFPs, RFQs, RFIs, and other competitive procurement documents.

• Demonstrated ability to manage multiple proposal efforts simultaneously while meeting tight deadlines.

• Strong project management and organizational skills.

• Experience collaborating with technical subject matter experts and executive stakeholders.

• Advanced proficiency with Microsoft Word and PowerPoint.

• Exceptional attention to detail and commitment to quality.

Preferred

• Experience supporting management consulting, professional services, architecture/engineering, or government contracting organizations.

• Experience supporting public sector pursuits and government procurement processes.

• Familiarity with proposal management best practices and compliance review processes.

• Experience maintaining content repositories, resume databases, and proposal libraries.

• Familiarity with AI-assisted writing, content management, and proposal development tools.

• APMP certification or similar proposal development credential.

The pay rate ranges for this position are listed below. Actual compensation is influenced by a variety of relevant factors including but not limited to applicant’s skills, prior experience, qualifications, degrees, professional certifications, work arrangements and geographic location. Baker Tilly offers a comprehensive compensation and benefits package to eligible employees.
The national pay rate range is $84,000 to $164,300
