School Marshal
To provide armed protection and ensure the safety and security of students, staff, and visitors on school premises in accordance with Texas Commission on Law Enforcement (TCOLE) School Marshal Program standards and district policies.
Education:
- High School Diploma or GED
- Possess a valid driver's license and Firearm Owner's Identification Card.
- Texas Commission on Law Enforcement (TCOLE) School Marshal Certification
- Successfully pass a fingerprint criminal background investigation, physical fitness examination, drug/alcohol screening, mental health evaluation, and firearms proficiency exam required.
Experience:
- One to three years of experience in law enforcement, security, or a related field preferred.
Special Knowledge/Skills:
- Must meet all requirements of the Texas School Marshal Program under Texas Occupations Code §1701.
- Coursework, training or prior licensure in law enforcement, public safety, security, or related discipline
- Must be able to pass a background check for a firearm purchase.
- Credentialed or certified in emergency management (AEM, CEM, TEM or similar) (preferred)
- Ability to meet established deadlines.
- Ability to communicate effectively & ability to follow verbal and written instructions.
- Strong organizational, communication, presentation, and interpersonal skills.
- Keen independent judgment.
- Knowledge of school safety, security and/or law enforcement procedures, practices and related standards, codes, and laws
- Knowledge of emergency management/emergency preparedness methodology and concepts
- Skilled in use of relevant, security-related technology (e.g., security video systems, mass notification systems, visitor management systems, access control, etc.) (preferred)
- Exceptional writing skills, particularly in the context of business communications, drafting policies, procedures, operational plans, training materials, fact-gathering, investigations and after-action reports
- Exceptional communication, interpersonal and customer service/public relations skills.
- Skilled in the use of office/business technology (e.g., MS Office Suite, G-Suite, etc.)
- Skilled in supervisory functions, methods, staffing and evaluation (preferred)
Major Responsibilities and Duties:
Ensure Campus Safety and Security:
- Maintain a strong, discreet presence on campus to deter and detect threats to student and staff safety.
- Monitor entry and exit points, patrol school grounds and facilities, and identify any unusual or suspicious behavior.
- Collaborate with school administration to evaluate safety vulnerabilities and implement appropriate security measures.
Respond to Threats and Emergencies:
- Act immediately to neutralize any threat posing imminent harm, consistent with statutory authorization and use-of-force policies.
- Serve as the first line of defense in active shooter or life-threatening situations until law enforcement arrives.
- Participate in lockdowns, evacuations, and other emergency response protocols.
Maintain Confidentiality and Legal Compliance:
- Uphold the confidentiality of the marshal's identity as required by Texas Occupations Code.
- Store and carry a firearm only in accordance with Texas law and local policy; ensure access to weapon only when justified by circumstances.
- Comply with all relevant federal, state, and local laws, board policies, and administrative regulations governing school marshals.
Develop and Support Emergency Preparedness:
- Assist in the development and review of the school's emergency operations plan (EOP).
- Conduct or participate in regular emergency drills, including lockdown, fire, and active threat drills.
- Provide training to staff and students on emergency response procedures, when appropriate and authorized.
Collaborate with Law Enforcement and District Officials:
- Work closely with district police departments, School Resource Officers or local law enforcement agencies to coordinate safety efforts.
- Provide detailed information during investigations and assist in incident follow-ups when needed.
- Serve as a liaison between school officials and emergency responders during critical incidents.
Conduct Threat Assessments and Monitor Behavior:
- Monitor for behavioral indicators of potential violence or safety risks among students, staff, or visitors.
- Support threat assessment teams by sharing security observations and incident reports.
- Engage in prevention activities by building trust and visibility with students and staff without compromising the marshal's covert role.
Recordkeeping and Documentation:
- Maintain logs of patrols, incidents, and safety observations in accordance with district policy.
- Prepare and submit accurate reports on any safety breaches, criminal activity, or emergency responses.
- Document firearm proficiency training, psychological evaluations, and license renewals as required by TCOLE.
Participate in Professional Development:
- Attend required continuing education and firearms training sessions to maintain TCOLE School Marshal certification.
- Stay informed of legislative updates, new safety protocols, and law enforcement best practices.
- Regularly review district safety policy updates and participate in relevant safety meetings or conferences.
Support Positive School Culture:
- Serve as a role model of ethical behavior, professionalism, and responsible decision-making.
- Engage positively with students and staff to foster trust and reduce anxiety regarding campus security.
- Reinforce a culture of preparedness and safety without instilling fear or compromising the learning environment.
Perform Additional Duties as Assigned:
- Support school events and after-hours functions when needed to maintain a secure environment.
- Carry out other responsibilities related to security, law enforcement, or safety as designated by the Superintendent or Chief of Police.
- Perform other duties as assigned.

Administrative office environment, high pressure, fast pace, multiple deadlines, people intensive, frequent public contact, occasional out-of-district travel, extended days, and operation of a non-commercial vehicle.
