Position Overview Job Description - Water Maintenance Foreman (250000NB) – Position Grade: 211G, Department: Water Division, Job Type: Full‑Time (Permanent), Examination Number: EX1502, Location: St. Louis, MO. This supervisory and administrative position directs the maintenance, repair and installation of water distribution system mains and appurtenances. Work occurs during normal operating hours, during assigned overtime, and on a no‑notice basis when serving in an on‑call capacity. Essential Functions and Responsibilities Prepare and conduct performance counseling at least once each quarter. Evaluate performance and prepare service ratings. Propose disciplinary action for Work Rule, Code of Conduct, and other policy or Standard Operating Procedure infractions. Read and interpret plans, construction drawings, plats and related documents. Oversee field work, including monitoring employee time, equipment utilization, and material use; operating gas, diesel and pneumatically powered vehicles and tools; locating utilities with locator equipment and interpreting maps; performing inspections of utilities and appurtenances, documenting inspections in City Works. Ensure implementation of required safety measures, including wearing personal protective equipment, installing OSHA‑standard excavation shoring, and establishing work zone safety and traffic control measures. Ensure adherence to established standards of quality of work, such as saw cutting pavement before excavation and finishing of concrete surfaces. Prepare project field records such as valve sheets and accurate transcription of work order data (labor, materials, equipment), historical comment entries, and project phase assignments. Ensure vehicles and equipment are adequately maintained, clean, and stocked with standard safety and first aid materials. Participate in crew training as instructor, recommend tasks based on observations, and train assigned staff in work principles, policies, and procedures. Perform other unanticipated, mission‑critical duties as required. Knowledge, Skills, and Abilities Data utilization: basic level data analysis, classification, prioritization, and reference to statutes and guidelines. Human interaction: first‑line supervision, persuasion, training, and advising on policies and procedures. Equipment, machinery, tools, and materials use: operating motor vehicles, drill presses, power tools, and related equipment. Verbal aptitude: use advisory data such as production reports, sketches, plat drawings, intersection data sheets, and non‑routine correspondence. Mathematical aptitude: perform basic arithmetic, percentages, fractions, decimals, and basic algebra. Functional reasoning: apply principles of supervision, management, and problem resolution using independent judgment. Situational reasoning: exercise decisiveness and creativity in evaluating information against subjective criteria. Environmental factors: indoor, climate‑controlled office setting. Physical requirements: lift, carry, push, and pull objects weighing 5–20 pounds. Sensory requirements: recognize sounds and colors, read computerscreens, telephone displays, maps, plats, and other documents. Qualifications Two years of experience in the installation, maintenance, and repair of water mains, valves, fittings, fire hydrants, sewer and chemical lines, cleaning/maintenance of water settling basins, and grounds maintenance activities, or an equivalent combination of training and experience. Qualifying experience must include installing and maintaining water mains and appurtenances ranging from 3” to 84” steel, cast‑iron, ductile‑iron, and concrete; excavating, shoring, and backfilling work sites; performing street, pavement, concrete, and grounds restoration; locating water main leaks; and repairing damaged storm and sanitary sewer laterals and mains. License: Must possess and maintain a valid driver’s license while employed by the City of St. Louis and must present the license upon request.
