Business Analyst

The Senior Business Analyst supports requirements discovery, refinement, and validation activities across the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Services (PDS), Benefits and Memorials (BAM), Memorial and Benefit Services (MBS) product line to deliver secure, reliable, and effective Information Technology (IT) solutions that support the Department’s mission. Gather, refine, and elaborate functional and non-functional requirements Produce user stories, acceptance criteria, backlog prioritization inputs, and KPI definitions. Perform analysis of size, complexity, dependencies, cost impacts, regression implications, and cross-matrixed effects Ensure user stories reflect validated user needs and clear acceptance criteria supporting definitive testing Contribute to Sprint Plans and help document deliverables required during the PI. Facilitate requirement intake, dependency identification, and estimation of work complexity Produce user stories, acceptance criteria, backlog prioritization, and KPI definitions. Support PI Planning, Intake Review Boards, and strategic planning alignment. Required Bachelor’s degree in computer science or an IT-related degree with 6 - 10 years’ experience Experience supporting PI Planning, strategic planning, backlog grooming, sprint planning, and KPI development. Experience performing requirement estimation, dependency mapping, complexity scoring, and regression impact analysis. Experience documenting requirements in enterprise repository tools (e.g., Jira, GitHub, Confluence). Experience working with cross-functional teams (Product, Architecture, Testing, Integration, System Teams Requirements elicitation/elaboration; epics/stories; acceptance criteria; business-process modeling; backlog; dependency analysis; UAT/HCD Public Trust Preferred Knowledge of NCA memorials eligibility, burial scheduling, interment, monuments; VA Product Owner support Integral partners with federal defense, intelligence, and civilian leaders to tackle their most important challenges and deliver positive outcomes.
