Permitting & Bond Specialist

Urban is currently seeking an experienced Permitting & Bonds Specialist to support our Bonds Department in Annandale, VA. This position can be part-time or full-time.

Urban, Ltd. is seeking a detail-oriented professional to support land development projects through permitting, bond administration, and regulatory coordination. This role bridges civil engineering, project documentation, and development approvals, helping ensure that project requirements are accurately documented, permits are coordinated, and financial obligations are properly estimated and managed. The ideal candidate has experience in land development consulting, civil engineering, permitting, and/or bond administration. We welcome both engineering graduates interested in developing their technical skills and experienced professionals with a background in permitting, surety management, or development agreements.

Responsibilities & Requirements will include:

Bond Estimating & Administration

• Assist the Senior Bonds Manager to prepare preliminary bond estimates and calculations for land development improvements using project plans and established procedures.
• Coordinate bond release, bond reduction, and bond extension requests with the Senior Bonds Manager, Project Managers, Clients, and applicable jurisdictions, as needed.
• Assemble and maintain bond documentation, estimates, agreements, and supporting project records.
• Track bond status, outstanding requirements, expiration dates, and release milestones to support timely project closeout.
• Assist with reviewing development agreements and related documentation for completeness and consistency.

Permitting & Regulatory Coordination

• Prepare, coordinate, and track land development permit applications, including VDOT land use permits, grading permits, and Virginia stormwater management (VSM) permits.
• Support preparation and submission of required stormwater documentation, including Stormwater Pollution Prevention Plans (SWPPPs) and associated permit exhibits, as applicable.
• Coordinate application requirements, review/provide supporting documentation, and address agency comments/requirements.
• Monitor permit status, deadlines, approval conditions, and outstanding items to help keep projects moving forward.
• Assist with researching applicable jurisdictional requirements and resolving administrative or documentation issues.

Technical Drafting & Project Support

• Preferably , prepare and revise technical exhibits, diagrams, and supporting graphics using AutoCAD.
• Develop outfall diagrams and other required exhibits for VSM permit submissions based on project information from the engineering team.
• Assist with exhibits for rezoning applications, feasibility studies, due diligence, and other land development activities as needed.
• Research property records, site constraints, zoning information, and jurisdictional requirements to support project feasibility and due diligence.
• Organize project files, maintain accurate records, and coordinate with engineers and project managers to ensure deliverables are complete and consistent.

Team Collaboration

• Provide assistance to Senior Bonds Manager to coordinate with local and state agencies, clients, and other stakeholders regarding submissions, documentation, and tracking project status.
• Support quality control by verifying calculations, checking documentation for completeness, and identifying/addressing discrepancies.

Candidate Qualifications

Required

• Experience in land development, land development consulting, permitting, bond administration, or a related technical field (equivalent combinations of education and experience will be considered).
• Strong organizational skills and attention to detail, particularly when working with technical documents, calculations, and regulatory requirements.
• Ability to interpret plans, follow established procedures, and prepare accurate project documentation.
• Proficiency with Microsoft Office, particularly Excel, Word, and Outlook.
• Ability to manage multiple assignments, deadlines , and follow-up items.

Preferred

• Bachelor's degree in Civil Engineering, or relevant professional experience in land development permitting and bonding.
• Experience preparing bond estimates, coordinating bond releases, and reductions or extensions.
• Familiarity with VDOT land use permits, grading permits, Virginia stormwater management permitting, and SWPPP documentation.
• Working knowledge of AutoCAD including preparation of technical exhibits and diagrams.
• Experience with feasibility studies, property due diligence, zoning research, rezoning exhibits, or site development documentation.
• Familiarity with Northern Virginia jurisdictions and their land development review processes.

Full time range for this position is: $70,720 – 79,040. Actual compensation will be commensurate with experience, qualifications, and skills.
