The Transportation Analyst will assist in the coordination and research of protection policies, directives, and initiatives. The employee will communicate effectively, be an excellent writer, and be able to manage high-level multitasking challenges. The responsibilities include collecting, compiling, and analyzing system data; identifying vulnerabilities; and preparing clear, actionable reports and recommendations. Strong teamwork, collaboration, and communication skills are essential. The Analyst must be able to articulate technical issues to clients and colleagues, deliver formal presentations, and produce written reports. Primary clients include organizations within the Department of War (DoW). Essential Functions Develop and enhance mission assurance program transportation assessment criteria based on mission requirements and collect capability data prior to, during, and after the mission assurance assessment process. Review applicable mission data, plans, instructions, and commander’s guidance to help determine the criticality of specific assets, identify single points of failure and degradation to tenant, installation, Navy, and DoW missions. Be administratively organized, a good technical writer, and possess effective communication skills at all levels of leadership. Identify and report transportation infrastructure/assets and capability vulnerabilities, program policy gaps, and provide recommended risk mitigation measures. Perform risk analysis and provide recommendations to mitigate mission impact resulting from the loss of asset capabilities, infrastructure, maintenance, training, or supporting services. Develop briefing slides, reports, manage assessment scheduling and coordination requirements, and participate in the report editing review processes. Address tasking from internal teams, DoD stakeholders, and broader organizational initiatives in a responsive and professional manner. Manage workload proactively, maintaining a 30-day outlook to meet deadlines and identify resource needs. As directed and required, the Transportation Analyst will coordinate potential support opportunities and assist with development of white papers, point papers, and briefs to support RMC goals and objectives. Competencies Airfield experience or understanding of: DoW, USN CONUS and OCONUS airfield and airspace operations DoW, USN air training and range operations FAA requirements, radar, navigational aids, and communications maintenance structure and responsibilities. Facilities and site airfield operations plans, policies, and procedures National airspace management utilization and planning principles Environmental requirements applying to airfield operations management Management procedures Airfield fuel, weapons, and Explosive Ordnance Disposal requirements Navigational aids, meteorology, and facility airfield operations Working knowledge of infrastructure and support requirements Airfield lighting Runway concrete assessments Drainage and flood control Fuel spill response and cleanup Munitions movement and safety requirements Wireless networks and phone services Cargo movement support and limitations Natural disaster and severe weather response Apron and hanger utilization for maintenance and equipment storage Emergency Medical Services coordination and fire suppression capabilities Chemical Biological Radiological Nuclear Explosives program requirements Port Experience Or Understanding Of DoD, USN, CONUS and OCONUS Operations DoD, USN and Maritime Sealift Command requirements and missions Management procedures Maritime communications systems Fueling transfer processes and storage Logistical movement of stores and personnel Husbanding operations and contracting Fleet maintenance procedures and requirements Hazardous material and environmental concerns Heating, Ventilation, and Air Conditioning engineering, maintenance, and repair Munitions movement and safety requirements Explosives Ordnance Disposal coordination Aids to Navigation, restricted water areas, and Code of Federal Regulations General knowledge of infrastructure and support requirements: Electrical power Lighting Potable water Auxiliary Saltwater Pure water Oily waste and spill response Collection, Holding, and Transfer waste removal Wireless networks and phone services Tug and Pilot support Structural assessments Crane support and limitations Rail systems for embark/debarking operations Laydown area and warehouse storage requirements Natural disaster and severe weather response Physical Security and Security Forces program requirements (landside, waterside, and waterborne) Common Understanding Of Railway operations design, equipment uses, and operations Roads and bridges design and use Munitions storage, movement, and operations Installation and site operational functions Military Construction and Facilities Sustainment, Restoration, and Modernization processes Memorandums of Understanding and Agreement, Implementing Agreements, and Inter-Service Support Agreements Requirements Education & Experience Requirements Minimum of 5 years of experience in Airfield and Port Operations, AA&E Storage and Transportation Requirements and C-sUAS, or a four-year degree in a relevant field Bachelor’s degree in Maritime Technology, Airfield/Airport Management, Business, Political Science, Security Management, or related field (experience may substitute for education) Experience using vulnerability assessment tools and methodologies Other Requirements Hybrid Position: This is a hybrid position where you will be working 4 days in office and 1 day remote. Security Clearance: Obtaining a DoW Top Secret clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job. Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date. Travel Flexibility: Willingness and capability to travel CONUS and OCONUS up to 25% of the time. Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
