About the Program

Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Federal HR Staffing Specialist to support the U.S. Coast Guard’s Civilian Human Resources Office. This program supports the Coast Guard’s growing civilian recruitment and staffing workload and its broader workforce-management mission.

About the Role

Must be located in the Washington, DC area. Potential for client-approved remote work.

In this role, you will support federal recruitment actions from initial job analysis through applicant qualification review and selection-certificate processing. You will draft USAJOBS vacancy announcements, develop assessment criteria, evaluate applicant qualifications, and work closely with Coast Guard HR specialists and subject-matter experts to fill critical civilian positions.

This position is designed for an experienced federal staffing professional with expert knowledge of USA Staffing and USA Hire who can independently produce accurate, compliant recruitment materials. The primary place of performance is USCG Headquarters in Washington, DC, with potential for Government-approved remote work for appropriate tasks.

Key Responsibilities

Tasks include but are not limited to:

• Draft and revise USAJOBS vacancy announcements and maintain recruitment information in USA Staffing.
• Conduct job analyses and develop qualification requirements, specialized experience, selective factors, questionnaires, and assessment criteria.
• Use USA Hire and related tools to develop and manage applicant assessments.
• Evaluate applicant qualifications and prepare clear summaries of best-qualified candidates.
• Coordinate with Coast Guard HR specialists and subject-matter experts to define recruitment requirements and complete staffing actions.
• Process approved selection certificates and notify appropriate Coast Guard personnel when action is required.
• Research and apply OPM, DHS, and Coast Guard staffing policies and provide accurate guidance to employees and applicants.

Required Qualifications

• At least six years of experience performing federal staffing support comparable to the responsibilities described above.
• Expert-level knowledge of USA Staffing and USA Hire.
• Demonstrated experience drafting and managing USAJOBS vacancy announcements.
• Experience conducting federal job analyses and developing applicant-assessment criteria.
• Experience applying federal qualification standards and conducting applicant qualification reviews.
• Strong knowledge of federal staffing regulations, policies, and procedures.
• Strong analytical, written communication, and oral communication skills.
• Ability to successfully complete Government-required background, credentialing, and system-access processes.

Preferred Qualifications

• Experience developing federal occupational questionnaires, selective factors, weighting criteria, and screen-out elements.
• Experience producing best-qualified applicant summaries and supporting selection-certificate processing.
• Previous staffing experience supporting DHS, the Coast Guard, or another federal civilian HR organization.
• Experience advising HR specialists, hiring managers, or applicants on federal recruitment procedures.

Work Location and Flexibility

The primary work location is the Douglas A. Munro Coast Guard Headquarters Building in Washington, DC. The position offers potential for remote or telework flexibility when approved by the Government and appropriate for the assigned work. Remote work is not guaranteed, and some duties may require onsite performance.
