SUPERVISORY PROGRAM ANALYST

The primary purpose of this position is to serve as the Director of Strategic Basing and as the senior Air Force (AF) program analyst while providing Air Force engineering expertise on basing issues. Responsibilities Critical Plans, organizes, and oversees the activities of the strategic basing process. Applies expertise to supervise/manage development, interpretation, and implementation of policies and procedures regarding strategic basing issues. Critical Exercises supervisory personnel management responsibilities. Directs, coordinates, and over sees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Represents SAF/IEI with a variety of installation and functional area organizations. Maintains liaison with the Programming Panels and Air Staff functional community and coordinates with the USAF, inter-agency and intra-agency organizations on an on-going basis to facilitate basing decisions and to harmonize policy development. Leads special projects and performs special assignments directed by the SecAF, CSAF, or SAF/IE. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and directs preparation/prepares detailed responses, determines appropriate recommendations for higher-level decisions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines. Knowledge of a wide range of concepts, principles, and practices relating to financial management, real estate matters, and manpower. Knowledge of federal and DoD policy and procedures for basing and environmental impact analysis process. Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) system, and policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, and Financial Plans. Ability to plan, direct, and execute complex multi-faceted projects. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines. Knowledge of a wide range of concepts, principles, and practices relating to financial management, real estate matters, and manpower. 2. Knowledge of federal, DoD, and Department of the AF policy and procedures for basing and environmental impact analysis process. Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) system, and Department of AF policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, and Financial Plans. 3. Knowledge of and skill in the use of computer systems and databases which support the AF SPPBE processes, specifically the Automated Budget Interactive Data Environment System (ABIDES) and the Program Data System (PDS) and their data elements. 4. Ability to plan, direct, and execute complex multi-faceted projects. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to originate new ideas, projects, studies and methodologies. Ability to establish and maintain effective relationships with senior leadership, customers, information sources, and team members. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
