Program Manager, Behavioral Health Services Substance Use Disorder / Mental Health Services Employment Type: Full-Time, Exempt Salary Range: $80,896 - $93,719 annually HCRI is recruiting for a Program Manager, Behavioral Health Services for a community-based behavioral health organization located in the Mission District of San Francisco. This organization serves Latine youth, youth of color up to age 24, and their families through substance use prevention and early intervention, mental health and wellness services, workforce development, multimedia arts, and gender-affirming support. The Program Manager will oversee substance use early intervention and low-barrier mental health services. Programs include screening and assessment, brief intervention, harm reduction, case management, therapy, wellness groups, care coordination, and community-based support. This role is responsible for daily program operations, staff supervision, contract compliance, documentation, billing support, reporting, audits, quality assurance, and service coordination. The Program Manager will also work with clinical and administrative teams, community partners, and referral sources to support timely access to services for youth and families. Required Qualifications Must be California licensed or license-eligible and registered with the Board of Behavioral Sciences or Board of Psychology. Minimum of 3 years of experience providing substance use treatment and mental health services to youth and families. Minimum of 3 years of experience managing contracts, developing systems to track compliance, and meeting annual performance goals. Minimum of 2 years of experience supervising staff. Ideal Candidate The ideal candidate will have experience with youth and family behavioral health services, substance use treatment or early intervention, community-based care, contract management, compliance tracking, staff supervision, documentation, billing, audits, reporting, and program operations. This person should be organized, mission-driven, culturally responsive, and comfortable managing both staff and program details. Additional Requirements Some flexibility is required, including occasional mornings, evenings, or weekends for outreach, events, trainings, meetings, or program needs. Candidates must be able to clear a tuberculosis test before employment and annually thereafter, complete required annual trainings, and comply with the organization’s COVID-19 vaccination policy or have an approved reasonable accommodation. If in recovery, candidates must be clean and sober for a minimum of 2 years. Compensation and Benefits This is a full-time, salaried position. Employment becomes permanent after a 6-month introductory period. Benefits are available on the first of the month following one full month of continuous employment and include medical, dental, vision, accidental life, and AD&D insurance.
