Job Title: Operations Manager Job Category: Project and Program Management Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular Percentage of Travel Required: Up to 25% Type of Travel: Local * * * CACI is seeking a highly qualified Operations Manager to support the White House Communications Agency (WHCA). This role supports one of the nation’s most critical and sensitive communications modernization efforts — stabilizing, modernizing, and transforming the White House PITC network and associated Presidential communication systems. The Operations Manager will assist in coordinating active modernization projects, working directly with senior government leadership, program stakeholders, and cross functional engineering teams to ensure mission success in a highly dynamic, time-sensitive environment. Responsibilities: Program & Operations Management

• Oversee day to day execution across WHCA’s ~50 parallel projects.
• Manage operational workflows, program schedules, staffing actions, priorities, risk tracking, and internal/external communications.
• Support the drafting, review, and implementation of Technical Direction Letters (TDLs) issued by WHCA leadership.
• Work closely with WHCA, WHMO, and Presidential support elements to align project execution with mission timelines, operational constraints, and security requirements.

Mission Area Support

• Support planning, coordination, and delivery of the next generation global Head of State network, ensuring operational readiness, availability, and resilience.
• Facilitate technical, scheduling, and resourcing actions across government and contractor teams.
• Manage operations supporting mobile communications technologies for Presidential limousines, helicopters, aircraft, and mobile transport units.
• Oversee delivery of small SWaP (size, weight, power) solutions enabling secure, reliable, multi path data links beyond cellular and seamless transitions between all Presidential platforms.
• Oversee modernization activities targeting critical PITC components.
• Manage project staffing, logistics, and sequencing for East Wing build out and broader infrastructure modernization.
• Ensure installations, testing, and cutover activities remain synchronized with mission events.
• Assist engineering teams in transitioning legacy systems to advanced architectures while protecting operational continuity.
• Coordinate testing, quality checks, and readiness activities during phased modernization.
• Support workforce planning and operational design, ensuring WHCA’s structure aligns with the demands of a modernized global network.
• Assist with training, process updates, and transition planning.
• Oversee operational integration of new cyber defense capabilities.
• Support the establishment of cyber protection teams, monitoring solutions, and identity management modernization efforts across the PITC ecosystem.

Qualifications: Required:

• Experience managing federal or DoD programs with similar mission complexity.
• Strong background in operations management, large-scale project coordination, and cross-functional leadership.
• Experience working within classified environments and supporting senior government principals.
• Familiarity with secure mobility technologies, enterprise network modernization, and mission-critical communications.
• Active TS/SCI clearance (Yankee White preferred or willingness to obtain).

Desired:

• Prior experience supporting WHCA, WHMO, Service Executive Communications, or national leadership communications programs.
• Demonstrated success coordinating rapid-response technical actions under strict timelines.
• Understanding of CSfC Capability Packages, secure mobile architectures, and Presidential platform communication requirements.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
