Summary

You will serve as a FINANCIAL MANAGER in the Naval Special Warfare Command, Comptroller (N7) of NAVAL SPECIAL WARFARE COMMAND.

Duties

Help

• You will develop and implement budgetary policies and internal controls for the entire NSW community.
• You will establish budget controls, issue and approve funding, analyze program performance, forecast and coordinate planning, allocate civilian resources, implement financial policies, ensure operational controls, and liaise with audit agencies.
• You will analyze and forecast financial requirements, manage reprogramming actions, and balance a complex financial structure with multiple fund sources and appropriations.
• You will oversee all accounting operations, ensuring financial statements accurately reflect resource status and comply with regulations.
• You will develop custom reporting tools to provide real-time visibility into key financial indicators for leadership decision-making.
• You will attain, retain, and develop a high-performing financial workforce by setting clear expectations, providing technical guidance, and fostering professional growth.
• You will design, implement, and continuously refine financial dashboards and reporting tools to monitor budget execution, resource allocation, performance trends, and ensure compliance with SOCOM and Navy directives.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be subject to random counterintelligence scope polygraph examinations.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a senior financial authority directing complex budget formulation, execution, and audit readiness; justifying funding (such as Major Force Program accounts) to senior leadership; managing multi-million dollar accounting operations; and ensuring strict compliance with DOD and federal financial regulations.
