Director Of Finance

Primarily responsible for assisting the Chief Finance Officer with fiscal affairs of the school district.

This position establishes and maintains internal accounting controls and ensures smooth and compliant financial operations of the district, focusing on accuracy and transparency in accordance with federal and state laws and regulations. Provides interdepartmental support and serves as the information resource for financial matters. Reports to the Chief Finance Officer.

Monitors funds, accounts, account balances and related financial activity to ensure that allocations are accurate, related revenues are generated, expenditures are within budget limits and fiscal practices are followed Sets up and maintains funds and accounts for budgets as prescribed by the State Department of Education Responsible for accounting functions which involve such duties as preparing reports, journal entries, budget transfers, etc.

Monitors the district's general ledger including all adjustments in accordance with State and district policies, and generally accepted accounting practices.

Assists in the preparation of the periodic budget reports; compiles and produces expenditure reports and materials.

Work with all grants and reviews all expenditure reports prior to submission to granting agencies and/or the SC Department of Education.

Enters all claims within the Grants Accounting Processing Systems (GAPS).

Approve all federal grant plans within the Grants Electronic Management System (GEMS) entered by Program Director and reviewed by Finance and Procurement Officer.

Provides support to all areas of the Finance Department such as Payroll, Accounts Payable, Procurement.

Review monthly ledger reports and monitoring account balances.

Work closely with the external auditors to ensure completion of the Annual Financial Audit.

Ensures County Treasurer statements are reconciled in a timely manner.

Completes various general ledger functions including but not limited to: budget adjustments, maintain chart of accounts, creating new accounts, posting payments from County Treasurer/Auditor.

Works with others consistently in a cooperative and respectful manner.

Performs other related duties as assigned or requested.

Education and Experience Bachelor's degree in business or accounting or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities. CSBO-Certified School Business Official preferred.

Qualifications may vary from the above requirements to such a degree as the Superintendent determines is necessary and appropriate to ensure properly qualified personnel in the position.

Knowledge Ability to perform duties with awareness of all district requirements and Board of Education policies. Extensive knowledge of finance, revenue administration, and other phases of fiscal management and budget control. Knowledge of principles, methods and practices of accounting.

Knowledge of the principles underlying the laws, ordinances and regulations governing the financial operations of the District. Knowledge of generally accepted accounting principles.

Knowledge of general computer applications and their utilization as related to specific tasks and responsibilities. Knows how to keep abreast of changes in policy, standards, procedures, and regulations pertinent to personnel and community relations functions

Skills/Effort Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of administrators, staff and the general public. Ability to work with mathematical concepts such as probability and statistical inference and in the display and interpretation of assessment data. Ability to apply basic concepts of statistical analysis, fractions, percentages, ratios, and proportions to practical situations. Ability to interpret and carry out instructions furnished in written, oral, diagram or schedule form.

Advanced management, organizational, human relations, communications and interpersonal skills. Ability to develop and maintain effective working relationships with District staff. Ability to plan, develop, administer, and monitor various personnel activities and programs in compliance with all relative federal and state regulations, and District policies, procedures and standards.

Working Conditions Office environment with little exposure to environmental conditions. Routine local travel required; occasional overnight travel required. Requires ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines. Duties of the job require frequent use of a computer monitor and related equipment.
