Summary Objective
The purpose of this position is to procure non-standard and complex commodities and services by way of informal and formal quotations, formal competitive solicitations, or other legal means in the most cost effective and efficient manner possible.

ESSENTIAL SAFETY FUNCTIONS

SICK LEAVE Employees start to accrue sick leave effective at the start of the first full month of employment. Employees sick days shall be credited at the rate of eight (8) hours or one (1) working day for each month of completed service.
RETIREMENT PLAN The City provides a defined contribution plan under Section 401(a) of the U.S. Internal Revenue Code. The City contributes eight percent (8%) of your salary as an employee, and you as an employee contribute four percent (4%) of your salary. The City has a 5-year Vesting Schedule. Vesting refers to your ownership of the money in your account. Based on your period of service completed you are gradually vested in your employer contributions: 20% in 1 year, 40% in 2 years, 60% in 3 years, 80% in 4 years and 100% upon the completion of 5 years of service.
Employees may also make voluntary contributions to a 457 Deferred Compensation Plan, up to the annual limit as defined by the IRS.
EDUCATIONAL REIMBURSEMENT PROGRAM
Full-time employees are eligible to receive educational reimbursement for undergraduate and graduate coursework according to the following criteria and schedule of benefits. Employees who have completed their one (1) year of employment are eligible to participate in the Educational Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement (other than Master's Degree program courses) of 100% for a grade of A, 90% for a grade of B, and 75% for a grade of C. The City will provide reimbursement up to a maximum of $5,250.00 per tax (calendar) year based on current federal taxation requirements and limits, or as may be modified in future years. Per IRS regulations, tax-free benefits under an education assistance program are limited to $5,250 per employee, per year. ANNUAL EVALUATIONS
An annual evaluation will be given on the anniversary date of employment. Annual evaluations are eligible for merit increases to commensurate with the City's pay for performance policy of up to 3%.

- Provides consultation and sourcing recommendations to departments and agencies for their various procurement needs including method of procurement, recommended vendors, terms and conditions, specification and scope development, and contract form.
- Maintains database of contracts.
- Administers the appropriate competitive solicitation process based on commodity/service, dollar threshold, market analysis, and available options; tabulates, analyzes and evaluates responses to ensure responsiveness; facilitates, as a non-voting member, evaluation proceedings by and/or with committee, individual, consultant, etc.; negotiates contract terms, conditions, and pricing; prepares related contract documents and agenda items; oversees and monitors contract execution process.
- Administers and/or manages contracts based on assigned commodities and services; monitors vendor performance and compliance with contract pricing, terms, and conditions; ensures departments understand the contract and how to effectively manage it; consults with departments on end-of-term options; administers and tracks matters requiring formal notice including renewals, terminations, cure notices, requests for price adjustments, etc.; monitors insurance and bond requirements.
- Reviews and approves requisitions and accompanying back-up documentation to ensure compliance with applicable laws, policies and procedures; ensures appropriate budgetary authority and funding; and issues and distributes purchase orders and/or change orders as required.
- Assists in the coordination of end-of-year purchasing processes with using departments; identifies purchase order statuses and take appropriate measures to close, roll-over, liquidate, cancel, etc.
- Assists in managing and updating automated procurement systems and develops internal and external procedures.
- Assists in developing and providing training to internal and external customers on purchasing policies, procedures, and use of software systems.
- Performs spend analytics to identify buying patterns of materials, equipment, and services; makes recommendations for standardization and contracting, cost saving opportunities, and process improvement.
- Builds and maintains business relations with current and prospective sources of supply; researches vendors to develop new sources of supply; resolves vendor complaints, disputes, and protests.
- Participates in the Southeast Florida Chapter NIGP and the Southeast Florida Governmental Cooperative Purchasing Group, attending related meetings and providing updates as needed.
- Abides by the NIGP Code of Ethics and attends NIGP training classes.

- Associate's Degree in Business Administration, Contract, Purchasing, Supply or Logistics Management or related discipline.
- Five (5) years of experience in the procurement of materials, equipment, and supplies, preferably in government, or an equivalent combination of education, training and experience.
- Must possess and maintain a valid state driver's license with an acceptable driving history.
- Certification as a Certified Professional Public Buyer (CPPB) by the Universal Public Procurement Certification Council (UPPCC), or must attain within twelve (12) months of eligibility.
- Proficient knowledge of purchasing and contracting methods and procedures; federal, state, and local laws related to public records, purchasing and contracts; construction procurement methods such as Design/Build, Construction Manager at Risk, Bidders pre-qualification and bonding techniques; information technology procurements; moderately complex mathematical computations; assigned commodity and service markets, pricing trends, vendors, etc.; and ability to apply such knowledge.
- Skill in reviewing and writing complex specifications or requirements; developing and issuing Quotes/ITB/RFP; evaluating offers and selecting vendors; contract negotiations; preparing contract documents; administering contracts; effectively conducting meeting with evaluation committees, vendors, and staff particularly with department heads and City Management staff.
- Ability to build and maintain vendor and internal customer relations; have a self-reliant approach to resolving issues, complaints and disputes; communicate clearly and concisely, both orally and in writing; ability to use judgment and work independently while following policy and procedures with limited direction; ability to prioritize work, accomplish tasks, and meet deadlines under pressure and frequent interruption, conflicting demands and changing priorities; share information and status updates with supervisor and staff for mutual benefit and continuity of operations; proficiently use Microsoft Office products (Word, Excel, Outlook), ERP systems, and other automated procurement related systems.
