POSITION: Case Management Supervisor- Law Enforcement Assisted Diversion (LEAD) 

 

PRIMARY FUNCTION: Oversees LEAD team in providing engagement and intensive case management services to individuals referred by local law enforcement agencies under a diversion program or a “Social Contact” from a member of the legal system or community service program. Responsible for the day-to-day operation of the case managers to ensure they are supported individually, functioning as a collaborative team and engaging clients with caring, respectful communication and support while maintaining appropriate boundaries. Works in close collaboration with the grant Program Director at Snohomish County and ensures the overall goals of the contract are met.

 

REPORTS TO: Director of Outreach Programs

 

SUPERVISES: LEAD Case Managers, LEAD Intake & Screening Specialist, LEAD Outreach Specialist, LEAD Court Liaison

CLASSIFICATION: Full-time salaried, exempt, working Monday-Friday and some rotating schedules to assure training and oversight to all supervisees. Some on-call hours may be required. Workstations and offices will be located at Evergreen Recovery Centers on Airport Road at Everett/Lynnwood city boundaries.

 

PRIMARY RESPONSIBILITIES:

Under the supervision of the Director of Outreach Programs and in collaboration with the Snohomish County LEAD Program Director, develops and implements a program of intensive case management for individuals arrested or suspected of low-level property crimes, drug offenses and/or prostitution into social services through a diversion program or individuals that are identified and referred by community service providers. Provide leadership to case management staff and provide consistent individual supervision and daily support as well as regular consultation as questions arise within the LEAD team. Case Management Supervisor will monitor productivity and teach self-care, critical communication and relationship building skills to case managers and address deficiencies with appropriate training and oversight.

Tasks include but are not limited to: 

 

• Conduct training and supervision of LEAD staff through regularly scheduled individual meetings with each staff member at least once a week and in weekly team meetings. 
• Provide ongoing clinical support, coaching and guidance to case managers to address staff secondary trauma with regard to LEAD participants. 
• Provide opportunities for self-care trainings and demonstrations, encourage open communication and teach healthy boundaries to avoid staff burnout. 
• Responsible for hiring, training, evaluation, discipline and termination of LEAD staff, in consultation with Snohomish County LEAD Program Director and in accordance with the policies and procedures of the organization.
• Ensure staff have appropriate tools and equipment to effectively conduct their work. 
• Work to resolve issues and problems, consulting with Program Director as expected, and provide clear, professional clinical direction to LEAD case managers as a group and individually.
• Instill in supervises a sense of commitment to the vision, values and mission of the LEAD case management program and Evergreen Recovery Centers. 
• Meet weekly with Snohomish County LEAD Program Director
• Facilitate conflict resolution between supervisees and other staff or partners.
• Develop and maintain collaborative relationships with LEAD partners including participating law enforcement agencies, city prosecutors and Snohomish County Prosecuting Attorney’s Office. 
• Represent the LEAD program to community stakeholders using effective communication and develop strategic partnerships to best leverage the LEAD program's strengths and contribute to the success of the program.
• Attend regularly scheduled bi-weekly LEAD Operational Work Group meetings and demonstrate professional, effective and efficient communication with all partners involved. 
• Oversee the establishment and delivery of screening, outreach, long-term engagement and supportive services for LEAD participants, including intensive case management activities and assistance in accessing services, housing providers and other community organizations. 
• Oversee collection, tabulation and reporting of the data and outcomes of referrals and participants as outlined in the LEAD contract with Snohomish County. Requires learning Julota, the cloud-based client tracking system utilized by the LEAD project.
• Assure LEAD develops and maintains relationships with key community resources (e.g. DSHS, behavioral health providers, shelters), identify gaps in services and consult with Snohomish County LEAD Program Director and Case Mangers on problems and issues, proposing possible solutions.
• Ensure data regarding referrals and participants is collected, managed and reported as requested by CEO, Snohomish County LEAD Program Director, or required by contract.
• Ensure all documentation is completed properly and on time. This includes overseeing the Intake & Screening Specialist’s work and filling in when needed to screen referrals for eligibility and creating and updating Individualized Success Plans for LEAD participants and Julota data entry. Audit LEAD participant files regularly and provide proper training related to this requirement. 
• Connect with appropriate ERC staff to ensure leased LEAD vehicles are maintained, flex funds are documented and tracked and program paperwork is handled internally in a timely manner. 
• Ensure employees remain up to date on any ERC required training or testing. 
• Meet with clients with immediate needs when case managers are not available. 
• Attend and participate in ERC meetings, complete annual training and mandatory job requirements and maintain licensing as required by the employer.
• Perform other duties as assigned.

 

ESSENTIAL SKILLS AND ABILITIES:

• Demonstrated commitment to the vision, values and mission of the LEAD project working with low income, court-involved, and homeless populations.
• Ability to advocate and effectively communicate and problem solve under pressure in high stress situations.
• Ability to prioritize workload and daily activities and complete tasks in a timely and efficient manner.
• Ability to support staff in difficult situations, recognize staff burnout and stress and communicate regularly about challenging topics. 
• Ability to set and teach boundaries, resolve conflict and de-escalate issues.
• Ability to demonstrate leadership by setting expectations of staff and addressing issues immediately.
• Dependable, able to work under pressure; receptive to change, willingness to learn, cooperative approach to problem-solving.
• Ability to be in rotation for on-call response during scheduled shift to law enforcement for arrest diversion referrals.
• Ability to flex schedule when necessary to accommodate special program needs.
• Demonstrated ability to maintain confidentiality of personal health information under 45 CFR and alcohol and drug information under 42 CFR Part 2, as well as comply with all state laws and regulations and company policy.
• Ability to use a keyboard and utilize electronic records and databases to efficiently enter necessary data and services documentation.
  

MINIMUM QUALIFICATIONS:

• 4 years’ experience working directly with persons experiencing homelessness, substance use disorders, low-level crimes and mental health conditions. Street outreach experience a plus.
• Master’s degree in social work, psychology, sociology or other human services-related field OR Bachelor’s degree with 4 years of experience in human services or street outreach. 
• Has experience and skill in training others in motivational counseling, various treatment modalities, co-occurring mental health conditions as well as understanding of harm reduction and contingency management applied to real world situations and a willingness to continue to learn. 
• Maintain current TB test and First Aid/CPR documentation.
• Must have a valid Washington State driver's license and be able to travel on a daily basis, including transportation of LEAD participants. 
• Must maintain a satisfactory Washington State Patrol criminal background check with no history of crimes against persons and not placed on the federal List of Excluded Individuals (LEIE). Background checks are conducted at time of hire and up to monthly thereafter.
• Pass a post-offer, pre-employment drug test and agreement to agency’s drug free workplace policies.
