Supervisory Intelligence Operations Specialist (Deputy Director)

This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Intelligence and Analysis (I&A). The primary purpose of this position oversees the Counterintelligence Program Division in conducting counterintelligence activities to identify, deceive, exploit, disrupt, or protect against espionage against other intelligence activities. Non-BU This is a non-bargaining unit position. Specialized Experience You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, or public or private sector equivalent. For this position, specialized experience is defined as: Provide leadership and strategic direction for the planning, execution, and continuous assessment of complex counterintelligence operations, collection, and investigations ensuring the integration of technical resources to proactively detect, deter, and neutralize foreign intelligence threats and insider risks targeting the organization's sensitive assets and threats to SLTTP partners. Lead the development, implementation, and enforcement of comprehensive investigative protocols and methodologies ensuring all activities are conducted in strict compliance with applicable legal, regulatory, and policy requirements, while maximizing operational effectiveness and the integrity of counterintelligence investigations. Represent the Counterintelligence Program in high-level interagency forums and strategic partnerships, advocating for counterintelligence priorities, negotiating collaborative agreements, and ensuring effective coordination with senior officials across government. Support the DHS Counterintelligence Director (DCID) in setting and executing the strategic vision for the counterintelligence program, translating organizational priorities into actionable plans, and ensuring the effective allocation of resources to meet mission objectives and respond to evolving national security threats. Act as the principal advisor to the DCID, providing expert recommendations on counterintelligence policy, program priorities, and resource management, and ensuring the Director's intent is operationalized across all program activities. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
