The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position serves as an Application Developer Specialist 14 for the Michigan Department of Health and Human Services (MDHHS) Public Health information technology (IT) applications and is responsible for providing technical oversight to a team of application developers, promoting usability, security, mobility, maintainability and reuse. The Public Health business area rely on information technology systems to track and document vital events, analyze, investigate infectuious disease, diagnose health conditions, and promote health for the population. This position functions as an application development expert, for Communicable Disease and Immunization business area IT systems with skillset in Java technologies, Middleware and Openshift React but not limited to Michigan Disease Surveillance System(MDSS), Interoperability/Rhapsody integration, Michigan Care Improvement Registry(MCIR) applications within a team of technology professionals. The specialist is responsible for design, development, testing, on-going enhancements and documentation of technical architecture, software, databases and security solutions that support agency systems and leading application development projects which focus on achieving the goals and mission of the agency. This position has responsibilities during all phases of the software development lifecycle related to these systems. This position has responsibilities for directing and checking the work of team members, including state employees and contractors. Responsibilities include providing guidance and mentoring to less senior developers. Considerable knowledge of the development platform(s) as listed within the knowledge skills and abilities section of this position description is required for success in this position. In addition, this position will serve as the technical expert on orchestrating the placement and interaction of application components, to meet the agency business requirements, while also satisfying the often-conflicting requirements of sustainability, cost control, standardization, security, compliance and strategic alignment primarily for the Public Health systems. This position must ensure that the MDHHS Public Health systems are properly integrated with COTS packages, Software as a Service, Web Services and other federal, state and local government applications and services, both internal and external to the State. This position must be able to function with a minimum of direct supervision and requires a high degree of direct contact with department program managers and DTMB project and technology oversight groups. This position does not include the management of direct reports. SIGNING BONUS: This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees. Required Education and Experience
Education and Experienc e Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics. Experience Information Technology Specialist 14 Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
Alternate Education and Experience
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12. OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
